The State Duma deputies adopted amendments that allow the FSS officers to fire at the crowd of people to prevent a terrorist act and release hostages, reports the TASS news. The document was considered on the second reading. The servicemen of the FSS will also be able to shoot when reflecting the attack against “critically important and potentially dangerous objects or objects, buildings, premises, constructions of public authorities”. However, they are not required to warn about their intentions and introduce themselves.
The original idea belongs to the member of the Duma Committee for security and combating corruption, the former head of the FSS Nikolay Kovalev. He announced it after the terrorist attack aboard the Russian aircraft in Egypt. In the issue, the authors of the document were several deputies and senators.
The amendments will also allow the FSS to take fingerprints when crossing the Russian border by the individuals who “can be recruited to participate in terrorist activities”. The authors of the initiative explained that as “the emergence of additional threats in the form of the ISIS” (the “Islamic state”, banned in Russia).
