In Nizhny Novgorod, chaired by Deputy Chief of the police (on public order protection) of the MD MIA of Russia in Nizhny Novgorod region, Colonel of the police V. N. Generalov, there was held an extended meeting of the Coordination Council on interaction with private security organizations and private detectives at the MD MIA of Nizhny Novgorod region.

Present at the meeting:

  • Deputy Head of the Department of regional security and mobilization preparation of Nizhny Novgorod region, Alexander Petrovich Lomaev;
  • Deputy Head of the Centre of counteraction to extremism of the MD MIA of Russia in Nizhny Novgorod region, Alexander Nikolaevich Shkilev;
  • Deputy Chief of the Criminal Office of the MD MIA of Russia of Nizhniy Novgorod region, Dmitry Borisovich Postnikov;
  • Deputy Chief of the police (on public order protection) of the Ministry of internal Affairs of Russia of N. Novgorod, Ivan Gennadievich Ulanov;
  • Head of the technical department of the Federal State Institution of the Department of Private Security of the MD MIA of Russia in Nizhny Novgorod region, Vadim Konstantinovich Smetanin;
  • Representative of the Federal Security Service Directorate of Nizhny Novgorod region, Alexey Alexeevich Tyusov;
  • Member of the Presidium of the Coordination Council at the MIA of Russia, General Director of the Association of guard and legal companies “Berkut”,   P. V. Kovalev.

In his opening remarks, Deputy Chief of the police (on public order protection) of the MD MIA of Russia in Nizhny Novgorod region, Colonel of the police V.N. Generalov noted that currently 541 private security organizations are registered in the region, including 51, which use service weapons. The total number of employees of these structures is 14 726 workers, under the protection of which there are 14 154 objects of various forms of ownership.

The Internal Affairs bodies were solving the following main tasks:

- Checking the quality of security services in places of mass stay of citizens, primarily at the objects of the social infrastructure, educational and financial sphere, pre-school institutions and recreation camps;

- Revealing the facts of providing security services without a license and other violations of the legislation on private detective and security activity;

- Revealing the facts of violations of the rules of circulation of service weapons and special means by private security organizations;

- Checking the efficiency of involving employees of private security organizations to protection of public order and prevention of crimes and offences, their orientation to increase vigilance while being on duty and gain control over the situation on the controlled and surrounding territory.

Control over observance of the legislation of the Russian Federation in the field of private detective (investigative) and security activity has had an impact on improving the quality of security services, improving the operational environment at the facilities, protected by private security organizations, as well as on the efficiency of utilization of the potential of private security agencies, involved in ensuring public order and public security.

Reports on the first question of the agenda "About additional measures to ensure safety of the objects of mass congestion of citizens, the objects of heightened security and life support, the issues of anti-terrorism protection and actions in emergency situations" were presented by:

• Deputy Chief of the Criminal Office of the MD MIA of Russia of Nizhniy Novgorod region, D. B. Postnikov;

• Deputy Head of the Centre of counteraction to extremism of the MD MIA of Russia in Nizhny Novgorod region, A. N. Shkilev;

• Head of the Center of LPW of the MD MIA of Russia in Nizhny Novgorod region, Colonel of the police N. P. Dyakov.

They include a detailed analysis of the current situation and the level of potential threats of terrorist acts on the territory of the region due to increased activities of extremist organizations on the territory of European countries and the worsening situation in the Middle East. 

The speakers, in the issue, concerning their present departmental structures, outlined a Comprehensive action plan of the Coordinating Council, for the adoption of additional measures to ensure the security of the objects of mass congestion of citizens, the objects of heightened security and life support, the issues of anti-terrorism security and actions in the event of an emergency.

Member of the Presidium of the Coordination Council at the MIA of Russia, General Director of the Association of guard and legal companies “Berkut” P. V. Kovalev drew the attention of members of the Coordination Council to special importance of practical implementation of the Methodological recommendations “On measures on improvement of interaction of Internal Affairs bodies with private security organizations in crime prevention and ensuring public order” by the leadership of the PSOs, developed by the CC of the MIA of Russia. 

In the work on prevention of acts of terrorism, private security organizations occupy the special place, as the most massive, resource and organizational secured. Today their staff has made a significant contribution in ensuring law and order, warning and prevention of terrorist manifestations. The Methodological recommendations of the CC of the MIA of Russia allow supplementing significantly and systematizing this important direction of interaction between private security companies and law enforcement agencies.

A report on the second agenda item of “Involvement of employees of the PSOs to activities on protection of public order together with the police officers. The effectiveness of the interaction of private security organizations with the Unified Duty Department of PSOs on ensuring security at the protected objects, and daily transmission of information about the state of public order on the streets in the places of dislocation of rapid response teams and routes of their patrols” was made by the head of the Department of the Center of LPW in the MD MIA of Russia of Nizhny Novgorod region, Lieutenant Colonel of the police P. S. Kalugin.

The rapporteur also noted that at the present time on a continuous basis, it has been organized a work on attraction of private security organizations to assistance in the protection of public order and prevention of offenses, including using the capabilities of the Coordinating Council at the Main Directorate of the MIA of Russia in Nizhny Novgorod region. 477 agreements have been concluded with private security organizations on cooperation in the protection of public order, including:

- ensuring control over the territory adjacent to the protected facility – 406;

- providing for the organization of joint patrols on the basis of rapid response teams of PSOs – 71.

Together with the Main Department of Ensuring Public Order of the MD MIA of Russia in Nizhny Novgorod region, there have been conducted 41 practical trainings on interaction with private security organizations, carrying out protection of the objects with mass stay of people, for detention of the conditional criminal.

From August of the current year, in accordance with agreements, concluded with PSCs, there has been increased the density of foot patrols of the police due to the additional allocation of employees of PSCs for joint patrols, which allowed to increase the number of involved private security guards from 370 to 708 people per month.

During the period of 2015, the employees of PSOs have detained and handed over to the police officers 4998 citizens, committed offences at the protected objects of PSOs, 753 of them have been on suspicion of committing a crime.

The Unified Duty Department of security companies of Nizhny Novgorod region received 451 orientations. There were worked out 364 facts about violations of public order with the departure of rapid response teams. From June of the current year the practice of “feedback” is being tested - receipt from rapid response teams (RRT) of private security organizations and sending information about incidents and offenses to the Squad Management Center. So, for the period from June 26th to November 17th the RRTs of PSOs have sent 133 facts to the Squad Management Center of the AMIA of Russia of N.Novgorod. The analysis of daily reports, received from the Unified Duty Department of PSO, shows that the potential of private security organizations in ensuring the protection of public order on the streets is being used very poorly. Information about violation of public order is transmitted to the Unified Duty Department of PSO from 4 private security organizations. Other heads of PSOs ignore the decision of the previous Coordination Council. It's not a secret to anybody that almost in every yard on the playgrounds people drink alcohol, although in winter there are much less of them. But in summer these facts were few. We understand that the patrol of yard areas has the additional financial costs of fuels and lubricants, but only by joint efforts it is possible to maintain public order at an acceptable level on the streets.

A report on the third agenda issue “On problematic issues of interaction of duty branches of the “Department of Private Security” Federal State Public Institution of the MD MIA of Russia for Nizhny Novgorod region and the on-call remote of central monitoring of private security organizations” was made by the head of the technical Department of the FSPI “Department of Private Security” of the MD MIA of Russia for Nizhny Novgorod region, Lieutenant Colonel of the police V. K. Smetanin.

The rapporteur, in particular, informed those present that currently 560 self-service devices (ATMs) are protected by the divisions of private security, of which 203 are located on the territory of objects that are protected by private security organizations.

V. K. Smetanin stressed that very often trying to “get” the object under protection at any cost, employees of the PSO provide a minimum of equipment in the equipment of the facility with technical means, by referring only to the first lines of protection, absolutely ignoring the technical strengthening of objects.

Equipment of facilities with technical means of security is carried out in accordance with the simplified scheme, without observing the tactics of the use of instruments and detectors. The number of installed detectors of bulk detection is minimal, which in turn leads to the formation of “dead zones”.

From this it follows that the objects, protected by PSOs, have a number of significant shortcomings in technical strength, equipment with means of the security-fire and disturbing alarm system, and consequently facilitate the smooth penetration of criminals to the protected territory (premises).

V. K. Smetanin said that the results of the work of divisions of private security largely depend on interaction with other services of the Internal Affairs bodies, state and public bodies.

Following the meeting, members of the Coordination Council on interaction with private security organizations and private detectives at the MD MIA of Russia  of Nizhny Novgorod region adopted a decision, outlining a set of practical measures to the issues addressed to the agenda items, discussed during the meeting.
