In order to implement activities in the field of defense of the country, it was agreed to put in force the Plan of the RF defense for 2016-2020 from the 1st of January, 2016.
The Russian President Vladimir Putin signed the corresponding decree of November 16th, 2015, No. 560.
We will remind that the Plan of defense of the Russian Federation is being developed in order to plan and implement activities in the field of defense.
It includes a set of interrelated military planning documents (article 2.1. of the Federal law of May 31st, 1996, № 61-FL “On defense”).
In its turn, the military planning is understood as the determination of methods and procedures of meeting the goals and objectives of the development of the military organization, construction and development of the Armed Forces, other troops and bodies, their implementation and comprehensive support.
The RF President is authorized for approval of the military doctrine of the RF, the Plan of the RF defense and the Regulations on the military planning in the RF.
According to the press service of the Defense Ministry of Russia, earlier Chief of the General staff of the Russian Armed Forces, Valery Gerasimov stated during a presentation at the Board meeting of the military Department that the developed Plan of the RF defense for the period of 2016-2020 is planned to submit for approval to the RF President in December of the current year. He said that new forms of warfare, applicable in Western countries, would be considered in the preparation of the document, combining both military and not military means, as well as widely used methods of political, economic and informational influence.
