On amendments to the Law of the Russian Federation of March 11th, 1992 №2487-I "On private detective and security activities in the Russian Federation"

On September 17th, 2015 in the Chamber of Commerce and Industry of the Russian Federation there was held a Round table meeting on the issue: "On amendments to the Law of the Russian Federation of March 11th, 1992 №2487-I "On private detective and security activities in the Russian Federation", organized by the RF CCI Committee on security of entrepreneurial activities, with the support of the State Duma Committee of the Federal Assembly of the Russian Federation for security and corruption counteraction and the Union of the NSS self-regulatory organizations.

The purpose of the meeting was to elaborate a consolidated position and consideration of the expert opinion of the CCI Committee on security of entrepreneurial activities on the draft of the Federal Law "On amendments to certain legislative acts of the Russian Federation" prepared by the Russian MIA in the framework of implementing the instruction of President of the Russian Federation of March 5th, 2015 № PR-378.

The Round table participants were representatives of the State authorities, public organizations, the business community and science.

The reason for such a wide expert discussion of the legislative activity was the publication on the Portal of legal acts of the draft of the Federal law on introducing amendments to the Federal laws on security activities and the police. In the text of the bill, which is quite actively discussed by the mass media, in major peer sites and in public organizations, a number of main novels can be noted. This is a legal definition of technical means of protection, introduction of the post of a controller-observer, elimination of the function of taking the qualifying exams for the post of a private security guard by the MIA officers, excluding the obligation for the head of a private security organization to have a certificate of a private security guard and the legal enforcement of duties of private security organizations to assist the police in law enforcement, both on the protected and adjacent areas.

Also such innovation is worth mentioning, as establishing limits for private security organizations on contracts (agreements) for the provision of security services, funded by the Federal, regional or local budgets, and making certain requirements to private security companies, which provide security services for the state and municipal needs, the government of the Russian Federation.

The meeting was opened by Moderator of the Round table, Deputy of the State Duma of the Federal Assembly of the Russian Federation for security and corruption counteraction, Chairman of the RF CCI Committee on security of entrepreneurial activities, Anatoly Vyborny.

The Roundtable participants made a number of additional proposals that merit serious attention, and Head of the Department on organization of licensing and permitting work of the MIA of Russia, General-major of the police, L. V. Vedenov and Head of the contractual and legal Department of the Russian MIA, Honored lawyer of Russia, General-Lieutenant of internal service, Avdeiko Alexandrovich, gave a detailed comment on the issues, announced at the Meeting and answered questions of the audience.
