The declared reduction of the Russian MIA by 10 per cent will also include units of private security. To make apartments, country houses, cottages, offices and enterprises under the protection, the police intends to bring employees of private security organizations and vigilantes to the joint ensuring security more extensively.
The relationship between the MIA and private security structures is being changed qualitatively. Private security companies and detective agencies are ceasing to be considered as commercial competitors to the police, and frankly as the bandit formation.
The MIA has repeatedly made proposals to give employees of private security companies a limited right to inspect and detain violators of the public order and criminals that is still the prerogative exclusively for the police.
However, it was suggested very cautiously and with many clauses - to give private security guards the right of inspection and detention of citizens who have committed gross violations of the public order and crimes, on a limited list of objects. That is, not on the streets and in the parks, but where they are serving under the contract.
By the way, the police are reinforcing some of their patrols, squads and groups of immediate response by security guards of commercial structures. Together they can go in case of the emergency alarm call in the school, kindergarten or privatized apartment.
Well-trained and armed fighters of private security companies, including many former special forces, strengthen the rapid response team of the police private security.
If necessary - they will support the police in fight with criminals, or will be witnesses. This will allow increasing significantly the number of such alarm divisions and reducing the time of arrival to the scene. In turn, presence of the policeman in the private task force will immediately eliminate all the legal problems connected with “registration” of criminals who have attacked the protected object.
A peculiar testing ground for many initiatives of the police is the metropolitan region. It is very brightly reflect the basic realities of the Russian life: the level of employment and unemployment, the influx of migrant workers and criminal guest artists. And, of course, it concerns the situation with the street crime. To reduce it, a great potential of PSEs is involved.
