Anatoly Vyborny noted that at the present time there are objective conditions for development of the institute of the state-private partnership in the security sphere. The assistance of private security organizations in the rule of law is defined by the law and being successfully implemented in practice. Private security guards are actively involved by the internal affairs authorities in security of the law and order during mass public events, and for joint patrols. Thus, according to the Russian MIA, in 2013, the joint patrols arrested about 50 thousand offenders. Of course, this problem troubles relevant structures, which work in the Academic area.
Thus, not always commercial interests of private security organizations and their customers are fully taken into account, and only employers of the guards take care of social protection of private security guards and their families in the event of injury to health or death of a private security guard during the implementation of assistance to law enforcement agencies. The state-private partnership can improve the situation, as it is based on the principles of equality, taking into account interests of the partners, fair distribution of risks between the partners and reimbursement of incurred costs.
“This means that none of the partnership parties are not able to arbitrarily change the terms of the agreement; the private partner as the less strong side of the deal is legislatively provided with the state guarantees; he will be able to protect effectively his rights, including in the court. Thus, the public-private partnership is an effective legal tool that allows to take the interaction between the private security and law enforcement agencies into a new quality level", - said Anatoly Vyborny.
