Prospects of development of the unified information and analytical centers of the NSS

On June 24^th, 2015 in the building of the ALPW of the Russian MIA there was held a meeting of the Commission of the Coordination Council for cooperation with private security organizations and private detectives at the Russian MIA on the issues of using the potential of security organizations and investigators for prevention and disclosure of crimes (Commission №2).

Two issues were considered:

1. Some of the results of the Commission №2 work to increase the level of interaction between the police and private security organizations, private detectives with the police on crime prevention, assistance of preventing and solving crimes.
2. Prospects of development of the unified information and analytical centers (unified duty departments).

The first issue was reported by N.K.Druzhinin – President of the Interregional association of veterans of the criminal police “OPERA”, co-chair of the Commission №2.

The second issue was reported by V.V.Slyusarenko – General Director of the “Argus” Ltd. of Kostroma. During the discussion there were made suggestions by:

-          D.E.Galochkin – Member of the Public Chamber of the RF;

-          A.M.Danilov – the first Deputy Chairman of the Committee for security of business activities of the RF Chamber of Commerce;

-          P.A.Avdonin – representative of the MDCI of the RF MIA;

-          V.G.Solomanidina – President of the World association of detectives;

-          V.A.Raisky – General Director of the “PSE “Vityaz – Nizhny Novgorod” Ltd.;

-          S.C.Voronov – representative of the PSE “ZUBR” Ltd., Lipetsk;

-          D.M.Piskunov – Deputy Chief of the ALPW of the Russian MIA. 1) Maintenance of law

enforcement traditions in the activities of the non-state security service (NSS).

2) The proposal to establish the commission of the regional Coordination Councils for interaction with the police for prevention of crimes, suppression and detection of crimes.

3) To concretize the work with the regional mass media.

4) To develop statistical indicators on protecting the legal order, suppression and detection of crimes for the purpose of correct accounting of the results of interaction between the NSS and police.

5) To explore the activities of “monitoring companies”, to send the results to the Public Chamber of the RF.

In order to learn in more detail the satellite monitoring center of the “Argus” company and further to introduce their experience to the regional practice, especially when forming structures of the private state partnership, on September of 2015 in Kostroma to hold a field session of the Public Chamber of the RF.
