On May 20th the round table meeting took place in the Public Chamber of Moscow

The round table meeting “On participation of the non-state security structures and public associations of Moscow in improving public safety in the Crimean Republic” took place in the Public Chamber of Moscow.

On May 20th in the Large conference hall of the Public Chamber of Moscow there was held the round table meeting “On participation of the non-state security structures and public associations of Moscow in improving public safety in the Crimean Republic”.

The event was organized by: the Guild of the Non-state Security Structures of the Chamber of Commerce of Moscow (NSS MCC), the Commission on security, cooperation with law enforcement agencies, protection of the citizens’ rights of the Moscow Public Chamber and the Security group “DUBROVNIK”.

The meeting was led by Chairman of the Guild of the NSS MCC, Member of the Moscow Public Chamber A.Y.Frolov. In his opening remarks he noted that all participants were driven by patriotic feelings and the desire to help the rapid Crimea integration in the general legal and economic system of Russia. The main report was made by Head of the educational part of the Center for special training “Dubrovnik” Y.V.Goryun. He presented to the audience the analysis of development of the security sector in the Crimean Republic from March 16th, 2014 to the present moment and spoke about the status of implementation of the Russian standards of training of the personnel of security enterprises in the Crimean Republic.

Chairman of the Central Council of the all-Russian union of workers of the non-state security sector (NSS), Member of the RF Public Chamber D.E.Galochkin reminded that the Crimeans for two decades have formed a certain mentality. Efforts of the whole Russian civil society are required – the RF Public Chamber, the RF Chamber of Commerce, the CC NSS and other public organizations to help the Crimea residents to adapt comfortably to a new legal field. President of the Association of enterprises of complex security “DUBROVNIK” I.V.Salnik told about working process of the Coordination Council at the Russian MIA for the Crimean Republic on the actual interaction of private security organizations with the bodies of internal affairs in the field of public order and prevention of crimes. Deputy Chief of the fourth department of the CLPW of the Russian MD MIA of Moscow S.I.Ivin reported about an active work of the Moscow CLPW for providing methodological and organizational assistance to colleagues of the units of the LPW in the RF MIA for the Crimean Republic and the RF AMIA for Sevastopol.

Chairman of the Committee of divisions of transport security of the Association “Transport security” S.A.Kuznetsov in his speech revealed the Association plans for establishment of the Center of training specialists of transport security on the basis of the Center for special training “Dubrovnik”.

The head of the Commission on security, cooperation with law enforcement agencies and protection of the citizens’ rights of the Moscow Public Chamber N.A.Makhutov noted the need to attract more population of the peninsula, participants of the voluntary national teams and other organizations of law enforcement orientation to the discussion of issues of the non-state security in Crimea.

Deputy Chairman of the Committee on security of business activities of the RF Chamber of Commerce A.M.Danilov told about plans for forming and organizing the work of security committees in the Chambers of Commerce in the Crimean Republic and Sevastopol.

Chairman of the Board of the Association “CC HSDS” A.M.Kozlov spoke positively about efforts of the RF MIA for the early organization of work of law enforcement agencies in the Crimean Republic and in particular organization of interaction with PSE. According to the results of the discussion, the roundtable participants adopted the Resolution on support for the integration of security organizations in the Crimean Republic into the Russian legal space and activities to improve the quality of professional training of the security personnel on the territory of the peninsula.

One of the paragraphs of the Resolution there was agreed to hold a conference in the Crimean Republic, devoted to problems of the quality of professional training of the personnel for security companies with participation of local representatives of the MIA, Ministry of education, Russian experts of the NSS, heads of the Russian leading educational centers for training security personnel.
