Amendments to the Russian MIA Decree №647

In the Russian Ministry of justice there was registered as No.37179 the Russian MIA Decree №342 of March 17^th, 2013 “On amendments to the Russian MIA Decree №647 of June 29^th, 2012 “On approval of the Provision on conducting periodic checks of private security guards and employees of legal entities with special statutory purposes for suitability to actions in conditions, connected with using firearms and special means, by the Internal Affairs bodies of the Russian Federation”, which enters into force on May 23^rd, 2015. 

The decree significantly changes the timing and order of passage of periodic checks of private security guards:

-          the procedure for approval of the place of the periodic inspection was updated;

-          the time required for primary inspections was determined: during one month after the appointment;

-          all private security guards and other categories of employees without exception take scheduled inspections once a year during the month prior to the day and month of the date of passing the last periodic inspection;

-          if the result of passing the theoretical part of the periodic inspection is positive and negative of passing its practical part, re-taking the periodic check is conducted only in the practical part. The positive result of passing the theoretical part of the periodic inspection is valid for 6 months;

-          it is acceptable the combination of the final certification in the form of a qualifying examination on completion of professional training at the advanced training program with taking the periodic inspection; - the regulations of using weapons and ammunition were canceled for educational organizations when conducting periodic inspections;

-          for employees, which have not taken the scheduled periodic inspection, the consequences remain the same: within 2 working days from the date of receipt of the decision of the Commission, a writ on handing over to the division of licensing and permitting work their licenses to possess and carry firearms during the performance of official duties is sent to the head of the appropriate organization;

-          in respect of employees, recognized not suitable to actions in conditions, connected with using firearms and (or) special means, a writ on handing over the personal security guard’s card, prohibition of the issuance of firearms and (or) special means, is sent to the head of the appropriate organization;

-          model exercises when taking the practical part of the check with firearms and special means were changed;
