The MIA will combine all weapons and ammunition into a single database

The MIA is going to tighten control over the turnover of combat, service and civilian weapons that fall within the field of view of the police, is on its balance sheet, in private security enterprises or is registered to citizens – from low-power traumatic pistols to mortars and portable anti-aircraft missile complexes, being in service with the internal forces. Now every region in the local Offices of the Ministry of Internal Affairs has its own databases, but they are not connected into a single network, that’s why when investigating crimes or activities on weapons accounting  the police has to make inquiries in Moscow and other regions, which influences on timing. Thanks to the new system the police, being even in the most distant regions, in a few minutes will be able to clarify a fate of any barrel or cartridge, connecting to the common database. 

            According to the source of the MIA, the main problem now is related to fragmentation of information databases of weapons.

            Now the MIA is going to connect regional and central databases to the common information array. The operative person on duty in any corner of the country is only enough to enter his username and password and to see online the information he needs on any kind of weapons or ammunition.

            The centralized accounting system will combine three main weapons bases of the MIA. The first is the “Weapons – MIA” system, which provides information about military weapons, being in service with the MIA, civilian and service weapons. The second data set is the “Weapons” subsystem of the integrated database of the federal level (IBD-F), which is “responsible” for accounting of kidnapped, stolen and found weapons. And finally, the third is the accounting database of control shootings of the Expert - Criminalistic Center. Thus, to get full information about weapons, including its history (when it was registered, when the control shot was made, when lost, when removed from the register for disposal), it will be enough to turn into a single information system.

            The Ministry of Internal Affairs expects that the introduction of a new system will simplify and accelerate the work of weapons accounting, as well as allow controlling the police.

            Only a limited range of police officers will receive the access to the database. For example, among them there will be the officers of the Department of licensing and permitting work.

            In addition to data about all weapons, belonging to the MIA, starting from pistols and ending with portable anti-aircraft missile complexes, the system will include the identification information about all the civilian and service weapons, belonging to the Russian individuals, private security companies, private investigators and bodyguards, employees of the departmental security (for example, the Russian Railways, or Minatom).

            The technical principle of operation of the new system is that it centralizes the access to the already loaded. In other words, it automatically selects, which of the existing databases is to appeal to on the basis of the employee’s request.

            The employees of the Main information and analytical center of the Interior Ministry will be responsible for administering the new system, but not everyone can do that: according to the instruction, for this “the candidate is determined from among the best-trained employees of the information center and departments of internal forces”.
