The norm, according to which citizens can’t acquire hunting or sporting firearms with a rifled barrel, if they have committed offences related to violation of hunting regulations, infringement of rules of weapons production, its trade and sale, transferring, acquisition, collecting or exhibiting, accounting, storage, carrying, transportation and application, is excluded.
Recall that this provision was declared unconstitutional to the extent that it allows to consider a ban on the acquisition of hunting firearms with a rifled barrel of indefinite duration (regardless of the degree of social danger and gravity of the offense, as well as the period, during which a person is subjected to administrative or criminal penalties).
The list of sports activities, which give the right to acquire sporting firearms with a rifled barrel, is set from the number of Olympic sports.
A license to acquire arms also is not given to citizens, who have removal or cancellation of conviction for a serious or particularly serious crime with using weapons. In addition, this license is not given to persons, who have committed repeatedly within a year an administrative offense against public order and safety or practice management, or administrative offense in the field of trafficking and consumption without prescriptions of drugs, psychotropic substances. This list includes the administrative offense, connected with violation of hunting regulations. In such cases the license is not granted until the end of the period during which a person is subjected to administrative punishment.
