Deputy Chairman of the State Duma Committee for security and anti-corruption Alexander Hinstein offered to give the police the right to shoot to kill in public places, - reported the “Parliamentary newspaper”. However, this authorization will be valid only in cases, when the police are attacked or there is a threat to their lives or lives of others. Often the police can’t to a shot if necessary, being afraid of breaking the law.
“A police officer can’t use weapons, if it causes deaths of civilians, - explained the author of amendments. – This provision binds the officer’s hands and feet, because he is deprived of the opportunity to use weapons even in case of need. For example, when a crowd attacks him”.
The Committee colleague of Alexander Hinstein Dmitry Gorovtsov agrees that the proposed measure “will provide a more effective opportunity to the police response in different non-standard situations”. Deputy noted, that due to various obstacles, the police restrained using of weapons for self-defense, and reminded that “since the Soviet times it is necessary to unsubscribe for each shot and used cartridge from service weapons”.
“We will defend one trained person, and the untrained dozens will suffer”, - categorically stated Nikolai Fedoryak, the first Deputy Chairman of the Federation Council Committee on defense and security. Senator gave the example of the USA, where the police have this right, and its implementation doesn’t always lead to correct actions. According to him, it is difficult to determine cases, when a police officer may use weapons.
It is possible to give this right to the military police, private security companies, the Federal Security Service and the Federal Guard Service the same way, - noticed the parliamentarian. – So, is it permitted to attack the employee of the Federal Guard Service or the Drug Control Service?”. In his opinion, the introduction of the proposed measures will contribute to further aggravation of the situation.
