“Requirements for anti-terrorist security of public places will become burdensome for businesses”

“The introduction of requirements for anti-terrorist security of public places will become burdensome for businesses”, - said Chairman of the Board of the Moscow branch of the RUSSIAN SUPPORT Alexander Zharkov.

As it became known, the Russian Interior Ministry prepared for the government approval a list of requirements for anti-terrorist protection of public places and a provision on safety Data Sheets. According to the documents, institutions, restaurants and entertainment centers, where there are from 50 people simultaneously, will be obliged to install a variety of security systems and attract the only police for ensuring security.

According to Alexander Zharkov, a list of security measures, proposed by the Ministry of Internal Affairs, will directly affect restaurants and cafes.

“If innovations come into force, it will increase the cost of keeping such objects”, - he said, adding, that “of course, higher costs of businessmen will influence the cost of their services”.

Chairman of the Moscow SUPPORT also added that as a result, ordinary citizens will suffer.

“I think that using such measures the state puts the care on protection of citizens-visitors from its shoulders to the shoulders of businessmen”, - supposed Alexander Zharkov, noting that it “is not quite appropriate and correct”.

“The statement that public objects, in which there are from 50 people simultaneously, must be protected by the police, - it is a pure restriction of competition”, - he commented.

According to the expert, the whole world goes away from the direct presence of police officers on various objects, preferring services of private security guards.

“Even airports are guarded by private enterprises”, - gave the example Chairman of the Board of the RUSSIAN SUPPORT Moscow City Organization.

According to him, now the main consumers of security services, provided by private companies, are commercial enterprises.

“Requirements for private security companies are higher, as money is paid to them directly. For comparison – as in the case with the police: at first we pay money to the budget in the form of taxes, and then out of that money salaries of the police employees are accrued”, - explained Alexander Zharkov.

In conclusion, the representative of the Moscow SUPPORT expressed his doubt that the police will provide protection of citizens more effectively, than it is done by employees of private security organizations.
