A regular meeting of the Coordinating Council Commissions of the Ministry of Internal Affairs of Russia was held

On February 19th, 2014 in the building of management licensing and permitting work of the Main Directorate of Public Order of the Russian Interior Ministry a joint meeting of the 1st and 3rd Coordinating Council Commissions on cooperating with private security organizations and private detectives at the Interior Ministry (14 people attended) took place. The management of the event was provided by Head of management licensing and permitting work of the Main Directorate of Public Order of the Russian Interior Ministry A.A.Malikov and his Deputy D.M.Piskunov.

The meeting began with a review of the state of normative regulating of private security services and the announcement of tasks in the sphere of legislation improvement, facing the MLPW MDPO of the Russian Interior Ministry. A.D.Lazarev introduced amendments to the law on private security, adopted in the first reading, as well as changes, radically affected the situation in the sphere of transport security. The issue of standard programs for training of private security guards was not overlooked, where the stumbling block is the position of the Ministry of Education, which refuses to agree these documents, developed be the Ministry of Internal Affairs of Russia, for the reason that the Single wage-rate contains only the “guard”, but not “private security guard”. D.A.Lazarev said that attempts to reach a compromise on this issue are being made constantly. Meanwhile, the situation in this area remains in the “suspense”.

I.A.Goloshapov and A.E.Nozdrachev reported plans of the commissions for the year 2014. This plan was agreed and approved by the participants.

The next step on the agenda was a discussion of problems of organizing the interaction of private security organizations with the MIA of Russia, which should be reflected in the guidelines. The subject for discussion was a form of notification on the transfer of offenders detained by private security guards to officials of Internal Affairs and the criteria of evaluation of the interaction of Internal Affairs bodies with private security organizations. The Commissioners agreed on how the notification on the transfer of offenders to the police should look like and what it should content. Paying attention to the fact that this form cannot be binding, and only a recommendation, proposed by the bodies of Internal Affairs. It is planned to prepare a methodological manual for organization of the interaction of private security organizations with the bodies of the Russian Interior Ministry.

Then the experts have moved to the next agenda item, which involves consideration of changes in the MIA orders №647 (the order of passage of private security guards periodic inspections) and №1039 (administrative procedure for issuing licenses  for Private Investigation Services, private security organizations and licenses of private security guards). The main changes to the order №647 are that exercises with a helmet and body armor are excluded from the list of compulsory exercises to pass the periodic inspection, for the reason of “its uselessness”, as it was explained by the developer. Changes to the order №1039 are mostly technical. Experts have found some technical mistakes, which they pointed out to the author of these innovations. The officers of the MLPW MDPO of the Russian Interior Ministry pledged to take into account all comments and suggestions when finalizing the amendments to the above-mentioned regulatory acts. Also it is possible to submit their proposals by e-mail to the MLPW MDPO of the Russian Interior Ministry.

At the end of the joint meeting of the 1st and 3rd Coordinating Council Commissions it was decided to hold the next meeting tentatively in March, but its agenda is in its formation stage.
