The MIA proposes to allow private security guards to inspect citizens. After the tragedy in Moscow school №263 the police is going to request more powers to private security companies. Such proposals were voiced last summer, but then the General Prosecutor’s Office and the Ministry of Justice were against of it. They thought that private security guards have already too many rights. The Interior Ministry says that private security now actually has no authority to maintain order in schools, shopping centers, offices and other facilities. Even if a guard sees a clearly inadequate or drunken man, he can’t inspect him to withdraw weapons or other dangerous objects. The theme for “Vesti FM” radio was commented by Chairman of the Commission of the Moscow City Council on Security Inna Svyatenko. “Vesti FM”: Inna, in your opinion, do we need to give more powers to private security guards? As far as I know, in case with the school №263 such powers could do nothing to help. Svyatenko: You are absolutely right, in this situation – no. But let’s look at this problem a little better. Indeed, our private security companies guard shopping centers too, but the representatives of private security companies are located in shopping centers, clinics, music schools. And it is clear, that even if the PSCs employee sees a man, coming out of the store, with stolen things, he tries to stop him and immediately calls for the patrol duty that he was detained by the police. He can only provide a preventive conversation. With these conversations he tries to stop the murderer. Actually, it is a poor consolation. I think, to make the guard really do his work, he should pass a number of powers. Verification of documents – I don’t think so. Only bodies of state power can have this function, and not private institutions. Because otherwise, we will have exceeding of their authority. And as for their empowering of inspection… Of course, if a person tries to go to the clinic with a weapon, probably, it is necessary not only to call for the reinforcement via a panic alarm button, but also inspect him just to be sure.
