The Bill on weapons can be accepted on February 14th

The State Duma can adopt a bill to limit the spread of weapons in the second and third readings. The profile Duma Committee for Security and Anti-Corruption made the appropriate recommendations to the House.

“We will offer to take our bill in the second and third reading on Friday”. – said the head of the Committee Irina Yarovaya.

She emphasized, that “the recent tragic incidents involving weapons confirm the need for” measures proposed by the bill’. “Our unconditional requirements – a ban on carrying weapons in a state of alcoholic intoxication, regular control measures over officials who have the right to bear arms, examination of the doctor-psychologist, narcologist for the presence of contraindications to gun ownership only in state clinics at the place of residence”, - the deputy explained.

Thanks to the adoption of the document, signed Yarovaya, “there will be additional preventive measures aimed at protecting the life and health of our citizens”.

The bill, which stipulates, in particular, a ban on carrying weapons by a person in a state of alcoholic or drugged intoxication, was adopted by the State Duma in the first reading in May, 2013.

The State Duma suggests imprisoning for two years for the deaths due to negligent storage of weapons.

The bill developers, in particular, consider it necessary to rise the age at which the acquisition of weapons is permitted, from 18 to 21 years.

The subjects of the Russian Federation have a right of lowering the age of five years.

Also it is supposed, that the medical conclusion about the absence of contraindications to using weapons related to visual impairment, a mental illness, alcoholism or drug addiction, may be issued only by medical organizations of the state or municipal health care system.

A direct ban on wearing of traumatic weapons in medical, educational institutions and also in places of realization of alcoholic production and leisure places is offered.

Besides, the deputies propose to introduce an additional qualifying sign of a crime (“by using weapons or things used as weapons”), which is associated with personal injury, light, medium and hard.

Under the amendments, the carrying of firearms by a person in a state of alcoholic or drugged intoxication will cause a penalty for citizens at the rate from 2 thousand to 5 thousand rubles, for officials – from 10 thousand to 15 thousand rubles or deprivation of the right to acquire, storage and carry of weapons for a period from six months to one year and from one year to two years respectively.
