The Commission of the Federal Antimonopoly Service (FAS of Russia) for carrying out the analysis of commodity markets has approved the results of the analysis of the competitive environment in the market of security services of premises and in the market of services on designing, installation and maintenance of technical security premises in 2010-2011 within the geographical boundaries of municipalities and urban districts with the population of over 100 000 people.
In the result of the analysis of the market of security services of premises the Competition Authority found out, that during the analyzed period security services of premises on the territory of the Russian Federation were provided by 1098 entities, including 16% of legal entities that had the state ownership (private security units of the Federal State Institution of the Management of Private Security of the Main Directorate of the Russian Interior Ministry and its subordinated territorial branches, providing more than 90% of security services of premises on the territory of the Russian Federation). In 18 subjects of the Russian Federation security services of premises were provided only by private security of the FSI MPS MD MIA of Russia and by its subordinated territorial branches.
In order to reduce barriers to entry into the market of security services of premises, private security agencies offer to eliminate the possibility of commercial activities by private security units. However, the FAS of Russia didn’t support the proposal to set the law prohibition for private security units of the FSI MPS MD MIA of Russia to provide security services of premises, as despite the fact that it will lead to the development of competition between private security organizations, there are risks of a significant price increase of security services of premises for the population, which may reduce the demand for this service and worsen the crime situation in the country.
Given the fact that the provision of security services of premises leads to reduction in the overall level of crime in the country, as well as the high social importance of the protection of private property, the competition authority considers it possible to consider the inclusion of security services of premises by private security units of the FSI MPS MD MIA of Russia and its subordinated territorial branches in the Federal register of state and municipal services (functions).
In the result of the analysis of the market of services on designing, installation and maintenance of technical security of premises, the FAS of Russia established that on the territory of the Russian Federation such services in 2010 – 2011 were provided by 389 economic entities, 40% of them were the branches of the Federal State Unitary Enterprise “Ohrana” of the Russian Interior Ministry, the remaining 60% - private organizations.
The branches of the FSUE “Ohrana” of the Russian Interior Ministry have a higher status of trust of the population in comparison with private organizations, operating on this commodity market, as well as a greater demand for services in connection with informing about their services by private security units of the FSI MPS MD MIA of Russia in providing security services of premises, which is the main barrier of entry to the market of services on designing, installation and maintenance of technical security of premises for independent organizations.
