A roundtable discussion on problems of non-governmental security took place in the State Duma

On November 5th, in the State Duma a roundtable discussion on the theme “trainings of guards, problems and prospects of a non-governmental security sector” took place, organized by the State Suma Committee for Security and Anti-corruption. The meeting was chaired by Deputy Chairman of the Committee Deputy Meadow A.K.Lugovoi. The following authorities took part in the session: Member of the Federation Couincil A.A.Chekalin, Member of the State Duma Committee for Security and Anti-Corruption N.D.Kovalev to the left, Deputy Chief of MDPPO MIA of Russia, Police Major General L.V.Vedenov is the next, the Prosecutor and the representative of the Education Ministry N.M.Zolotareva, and “private traders” scheduled for presentation.  

After welcoming speeches of Lugovoi, Chekalin and Kovalev, the word was given to L.V.Vedenov. L.V.Vedenov accused the Ministry of Education and Science that they secretly “dragged” the norm into the educational law, that training programs for security guards and detectives are developed by the MIA. Then the profession of a private guard and detective was not included in the profession order, and consequently the program is not coordinated. The representative of the Ministry of Education claimed that tariff and qualification reference books include a profession “guard”, and the MIA presents programs of “private security guards”, but unless the Labour Ministry concludes that these professions are identical, they will agree nothing.

The speech of A.Z.Kolyasinsky reminded a counteroffensive tank wedge, when the battle seemed to be lost. He noted that despite the name of profession “security guard” in the Single Wage-Rate, the words “private security guard license”, “private security legislation” and etc. are in the content of professional duties, and these concepts are obviously identical, that gives the basis for the Ministry of Education to recognize them as such. He asked a question, why a private detective was eliminated from the list of professions, in respect of which there is no doubt either in the dictionary, or elsewhere. This statement caused some confusion and a brief meeting in the Ministry of Education. There was nothing to cover this argument. Under the pressure the order will be reviewed and private detectives will be made possible. Private security guards were not mentioned defiantly.
