THE MEETING OF THE PRESIDIUM OF THE COORDINATION COUNCIL OF THE MIA OF THE RUSSIAN FEDERATION ON COOPERATION WITH PRIVATE GUARD ORGANIZATIONS

On October 31st, 2013, in Domodedovo, Moscow area, the Meeting of the Presidium of the Coordination Council of the MIA of the Russian Federation on cooperation with Private guard organizations was held. The Meeting was chaired by Leonid Vedenov, the Deputy Chairman, Executive Secretary of the CC, the Deputy Head of the State Institution of the Chief Directorate of public peace and order of the MIA, Police Major General. Andrei Lugovoy, the Deputy Chairman of the relevant Committee of the State Duma, participated in the meeting.

The topical problems of cooperation of the internal affairs agencies and private security organizations in public order and crime prevention were discussed. The conversation was lively and took four hours instead of the planned two. For the first time the representatives of various State Institution of the Chief Directorate of public peace and order departments attended the discussions and specifically highlighted the problems of interaction of PSO with Patrol-Guard Service and police commissioners of police station.

The meeting was attended by the representatives of security and detective agencies - one person from a federal district. Dmitry Borodachev from the Northwestern Federal District, Anton Karmazin from the Southern FD, Alexander Ponomarev (replacing Victor Ovchinnikov) from the Siberian FD, Alexander Shapovalov from the Far Eastern FD, Anatoly Sapichev from the North Caucasus FD, Mikhail Korolev and Alexander Kozlov from the Central FD.

Sidorenko A.V., the representative of a member of the Coordination Council of the MIA of Russia - Privolzskiy FD Coordinator Kovalev P.V., presented the analysis of the situation in the Privolzhskiy FD. The report was devoted to the analysis of the deficiencies identified in the letter by Vedenov L.V., the Deputy Chairman of the Coordination Council of the MIA of Russia, Police Major General, as of September 3, 2013, on the measures being taken by the regional Coordination Councils of the Privolzski FD to implement them.

The work of the drafting committee on report preparation established by the Coordinator on the Privolzskiy FD, Kovalev P.V., was actively attended by the representatives of all the regions of the district. This made it possible to obtain the detailed information on each region of the district, to consider all the suggestions of the regional Coordination Councils.

In particular, the collective decision was made to formulate the most topical issues and concerns worthy of a discussion at the CC of the MIA of Russia.

In a concentrated form they can be classified in the following areas:

1. The need for strict regulation and documentation of PSO resources involvement to assist the MIA bodies in ensuring public order.

2. The legislative definition of the legal status (the powers, duties, set of problems associated with the use of physical force, social protection) of private security guards involved to assist the MIA bodies.

3. The set of problems related to the practical implementation of the requirements for PSO of the law on “immediate transfer” to the MIA a person who committed illegal encroachment on protected property (the delivery of this person to the security room at the object, the place and conditions of his detention before the arrival of the MIA squad).

4. The need to implement in one form or another the financial aspect of the organization of cooperation between PSO and the MIA bodies in ensuring public order.

The speech of the Privolzskiy FD representative was followed with great interest by the representatives of the MIA authorities and all those present at the meeting. In connection with the subject of the report on the Privolzskiy FD, Leonid Vedenov, Police Major General, gave a number of instructions to his subordinates.
