BUSINESS MEETING OF THE CEOS OF PRIVATE SECURITY ORGANIZATIONS THAT OWN RAPID RESPONSE TEAMS

A business meeting of the CEOs of private security organizations that own rapid response teams was held on September 13th, 2013 in Nizhny Novgorod.

The meeting was focused on improving of interaction between the Law enforcement agencies and rapid response teams of private security organizations in Nizhny Novgorod region in respect of ensuring public order and prevention of other offenses.

The meeting was chaired by the Deputy Chairman of the Coordination Council at the Main Directorate of the MIA of Russia in Nizhny Novgorod  region, the head of the Licensing and permit Center of the Main Department of Internal Affairs of Russia in Nizhny Novgorod  region, Police Lieutenant Colonel Dyakov N. P. The meeting was attended by the private security organizations’ CEOs that own rapid response teams, the members of the Presidium of the Coordination Council.

In his opening speech, Police Lieutenant Colonel Dyakov N. P. introduced the letter from the Deputy Chief of the Main Department on protection of public order and coordination with the executive authorities of the Russian Federation, the Deputy Chairman of the Coordination Council of the MIA of Russia, Police Major General Vedyenov L. V. as of September 3rd, 2013, on effectiveness improvement of the potential use of PSO (private security organizations) in ensuring protection of public order.

Police Lieutenant Colonel Dyakov N. P. stressed that despite the fact that most of the deficiencies pointed in the letter by Police Major General Vedyenov L. V. are not typical for the Nizhny Novgorod  region there is nevertheless a number of problematic issues to be discussed as well as specific measures to eliminate them to be adopted.

In particular, there is a considerable capacity in improving the use of the system of common disposition and location of rapid response teams of  PSO, their interaction with the bodies of internal affairs at the control room level, including video surveillance, which on the whole has already proved to be effective in the circumstances of significant reduction of external police squads.

The analysis of the operational situation indicates that one of the main problems for the private security structures is the quality of private security services provided, particularly in preventing theft of the protected property. In the letter from Police Major General Vedyenov L. special attention was paid to the need to improve the efficiency of the work, in particular, for the Coordination Council of Nizhny Novgorod.

Police Lieutenant Colonel Dyakov N. P. stressed that the objective of the meeting is to consider the issues and to develop specific proposals aimed at improving the efficiency of use of the potential of Nizhny Novgorod PSO in ensuring protection of public order.

Police Lieutenant Colonel Soloviev M. M., the Head of the Department of the Directorate for the Protection of Public Order at the Main Directorate of the MIA reported that every month the Administration of the Main Directorate of the MIA approves a schedule for a joint patrol of the Police and private guard companies in Nizhny Novgorod and the region on agreement with the Coordination Council.

The regional bodies of internal affairs made 415 contracts with private security organizations on cooperation for the protection of public order. As part of these contracts, the private security organizations provide (on average) 167 guards to ensure public order. Soloviev M. M. spoke in detail about the organization of the messaging from an officer on duty in the Police control center to the Common Police Control of a PSO, about the work with the messages performed by the external rapid response teams of the PSO and following the schedule of joint patrol of the Police and private security organizations. Soloviev M. M. noted that the main causes of theft of the property protected are primarily due to inadequate level of organization of security at the objects, poor control by a number of CEOs of guard companies, negligence in performance of duties and lack of professionalism of private security guards.

Deputy Head of the Licensing and permit Center of the Main Directorate of the MIA of Russia in Nizhny Novgorod  region, Police Major Bureyev I.A., noted in his speech that in accordance with the Rules of granting PSO the right to assist the law enforcement bodies in maintaining law and order, approved by order #587 of the Government of the Russian Federation dated August 14th, 1992, the forms of agreements on PSO assistance to law enforcement bodies in maintaining law and order were approved by  Order of the MIA of Russia #211 as of April 17, 2013.

The Order implements a uniform approach of the law enforcement agencies to   work organization with private security organizations on the matters of law and order provision. The provisions of the model agreements are based on the law enforcement practice of the most proven ways of interaction of the internal affairs bodies with private security organizations and private detectives.

The Coordination Council at the Main Directorate of the MIA of Russia in Nizhny Novgorod  region has carried out active work in this area. At present, 415 agreements are made on assisting the law enforcement agencies in maintaining law and order by PSO.

In the course of discussion of the third item on the agenda the Head of the Common Police Control Center of PSO, Dyogtev V.V., presented his report on “the results of the joint work of the Common Police Control Center and Police Control centers of PSO in processing the signals and information received from the Department of Internal Affairs squad control center”. He noted in particular that as a result of the work carried out on decision implementation in respect of the Common Police Control Center made at the meeting of the Presidium of the Coordination Council for Cooperation with private security organizations and private investigators at the Main Directorate of the MIA of Russia in Nizhny Novgorod  region on August 15th, 2013. The meeting was chaired by Police Major General Tsiganov V.S. There have been significant improvements in the organization of interaction of the private security organizations with the Common Police Control Center.

However, there is a substantial capacity in improvement of the operational feedback on processing the received information from the rapid response teams which are located on the routs and involved in assisting the Police officers.

Dyogtev V.V. informed the audience about the progress in the information update on the disposition of the rapid response teams to locate and direct the closest team to the scene.

Dyogtev V.V. drew attention to the fact that despite the notable improvement in the overall organization of information exchange via the Control Center of the Main Directorate of the MIA of Russia in Nizhny Novgorod  region – the Common Police Control Center – the Control Centers of PSO- there have been a number of precedents of considerable delays  in its transmission, what in these cases had a negative impact on the effectiveness of the forces and resources of private security organizations, on rapid response teams in particular who were involved in assisting the Police.’

Sidorenko A.V., the President of the Academic Council of “Security Academy “Berkut” informed the participants in detail about the progress of the Ministry of Labor of Russia in development of professional standards system including on the subject of private security.

According to Decrees of the Government of the Russian Federation #23 “On the Rules of the development, adoption and application of the professional standards” as January 22, 2013, the job evaluation catalogs including in private security will be replaced with the professional standards in the near future.

It is very important that the drafts of professional standards can be developed with the participation of employers' associations along with educational institutions of professional training and other interested organizations. This fully applies to private guard companies too.

At present, the professional standards are under discussion. In the section concerning private security structures, they will be thoroughly considered at the Industrial Regional Seminar for private guard companies CEOs, which will be held at the Academy of Security “Berkut” on October 17, 2013. The participants’ proposals will be submitted to the Specialized Committee at the Ministry of Labor to be finalized.

The Head of the Licensing and permit Center of the Main Directorate of the MIA of Russia in Nizhny Novgorod  region, Police Lieutenant Dyakov N.P. summarized the meeting.

The participants of the meeting made a decision that provides for specific practical measures to implement additional steps aimed at improving the efficiency of the results of cooperation between the Interior Affairs bodies and the PSO in ensuring protection of public order.

The CEOs of private guard companies took a great interest in the exposition of the Museum of Private Security; in the measures implemented by the Association “Berkut” to improve the social and living conditions of the employees which is an important factor in the team stability and its performance.

In particular, the CEOs of the regional private guard companies learned with great interest about the work of the office cafe of the Association “Berkut” where since August 1, 2013, free extra meals for the Association employees have been provided.
