A meeting of the Coordination Council Presidium for сooperation with private security organizations and private investigators at the SI of the MIA in Nizhny Novgorod  region took place on August 15th, 2013.

Tsiganov V.S., acting Head of the SI of the MIA of Russia in Nizhny Novgorod region, Police Major – General, presided over the meeting.

The meeting was attended by:

• Generalov V.N., acting Deputy Chief of Police of the SI of the MIA of Russia in Nizhny Novgorod region, Police Colonel,

• Kovalev P.V., a member of the Coordinating Council at the MIA of Russia, the CEO of the Association of guard and legal companies “Berkut”;

• Koshelev A.V., acting Head of the Licensing and Permit Center at the SI of the MIA of Russia in Nizhny Novgorod region, Police Major,

• Artamonov V.I., the Chief of the State-owned Federal State Institution Internal Protection Directorate at the SI of the MIA of Russia in Nizhny Novgorod region, Police Colonel,

• Minnikov D.M., the Head of the Criminal Investigations Directorate at the SI of the MIA of Russia in Nizhny Novgorod region, Police Colonel,

• Fomin A.A., the Deputy Chief of the Regional Office of the MIA of Russia in Nizhny Novgorod, Police Colonel,

• Chumazin V.V., the Head of the Regional Office of the MIA of Russia in Dzershinsk, Police Lieutenant Colonel,

• The members of the Coordination Council Presidium at the SI of the MIA of Russia in Nizhny Novgorod region: Rayskiy V.A., the founder of the JSC Private security organization for business security agency “Vityaz –NN”, Krasilnikov S.Y., the CEO of the JSC Private security organization “Agenstvo “LUKOM – A - Nizhny Novgorod”; Fedyanin A.G., the CEO of the JSC Guard company “Bastion”; Khramov A.N., the CEO of the JSC “Nizhegorodskoye ohrannoye predpriyatie – 1”; Vagin O.A.,  the CEO of JSC Private guard company “Vimpel - Grand NN”; Sidorenko A.V.,  the President of the Board of Studies in the “Security Academy “Berkut”.

The meeting was opened by Tsiganov V.S., acting Head of the SI of the MIA of Russia in Nizhny Novgorod region, Police Major – General. He announced the goals and objectives and stressed at the same time that the most important tasks of the Coordination Council are to ensure compliance with the law of the Russian Federation on private security activities by the guard companies, improvement of the cooperation between the Internal affairs bodies and private security organizations in the protection of public order and safety.

During the discussion of the first item on the agenda Soloviev M.M., the Head of the Directorate for the Protection of Public Order of the SI of the MIA of Russia in Nizhny Novgorod region, presented the report “Participation of the employees of private security organizations in the law enforcement and public safety activities, enforcement of anti-terrorist protection during the summer holiday season, as well as in the places of mass recreation; the involvement of private security organizations in the preparation and realization of The Knowledge Day and the municipal elections on September 8th, 2013”.

He informed the participants of the meeting that every month a schedule for joint patrol by the Police and private guards in Nizhny Novgorod and the region is approved by the Directorate of the SI of the MIA as agreed with the Coordination Council.

The Internal Affairs bodies made 415 agreements on cooperation for the protection of public order with the private security organizations. As part of these agreements, the private security organizations provide (daily average) 167 guards to ensure public order.

For 6 months in 2013 they detained 4,198 offenders, 397 of them - on suspicion of committing a crime. Soloviev M.M. summed up the results of a secret inspection of a several private security companies on assisting the Internal Affairs bodies in detection of a crime suspect. At this the speaker stressed that the inspection revealed some negative factors, generally not organizational but individual attitudes related to the duties performance.

During the discussion of the first item on the agenda the following spoke:

Rayskiy V.A., the founder of the JSC Private security organization for business security agency “Vityaz –NN”, who particularized on the shortcomings in the organization of joint patrol and stressed at the same time that one of the reasons for these shortcomings is insufficient consideration of the opinion of the private security companies’ CEOs both in provision of the guards for the joint patrol and during its organization.

Kovalev P.V., a member of the Coordinating Council at the MIA of Russia, the CEO of the Association of guard and legal companies “Berkut” has made a number of practical suggestions for improving the control system for guards provision for joint patrol, including the use of the Common Police Control Center of the PSO where the guards turnout for the joint patrol can be recorded.

Generalov V.N., acting Deputy Chief of Police of the SI of the MIA of Russia in Nizhny Novgorod region, Police Colonel, supported the proposal. In his turn, he pointed the need to appoint a person responsible for this area of activity from the Directorate of the MIA of Russia in Nizhny Novgorod, which will allow to tightly control of compliance by the PSO of the guards provision schedule and joint patrol organization by the Directorate of the MIA of Russia in Nizhny Novgorod in general.

Vagin O.A.,  the CEO of JSC Private guard company “Vimpel - Grand NN” spoke particularly on the shortcomings in the organization of joint patrol and thus presented the facts of discrepancy of the private guards records provided to maintain public order in the regional center. Typically, the guards are not recorded in the guard report that is kept in the Police control room of Police departments. Vagin O.A. made a number of practical proposals to address the deficiencies.

Tsiganov V.S., acting Head of the SI of the MIA of Russia in Nizhny Novgorod region , Police Major – General, stressed that making entries in the guard report is the responsibility of the guards on duty at the Police department . This will require to carry out checks of going on patrol by the external Police squads and private guards for ensuring public order and to work out the issue with the management of the Chief Directorate of the operational Administration on recording the private guards provided to protect public order by including them in the guard report.

Bureyev I.A., the Deputy Head of the Licensing and Permit Center at the SI of the MIA of Russia in Nizhny Novgorod region, Police Major, informed that an inspection trip to Pavlovo district of Nizhny Novgorod region was made on August 14th, 2013, in order to check security protection for the activities dedicated to the beginning of the school year. During the inspection trip four educational institutions were checked. The inspections revealed a number of violations of the Law of March 11th, 1992, # 2487-1 “On private detective and security activity”.

Fedyanin A.G., the CEO of the JSC Guard company “Bastion”, noted that to ensure the protection of public order during The Knowledge Day and the municipal elections on September 8th, 2013, additional measures will be taken, in particular, the routes for rapid response teams at the time of the celebrations will run closer to the crowded places. Before going on duty the uniform, the appearance, private security guard license are to be checked and instruction for the duty to be conducted.

During the discussion of the second item on the agenda Bureyev I.A., the Deputy head of the Licensing and Permit Center at the SI of the MIA of Russia in Nizhny Novgorod region, Police Major, presented his report on “The conclusion of agreements on assistance to the law enforcement agencies by the private security organizations in maintaining law and order and on the cooperation between private investigators and law enforcement agencies in the prevention and detection of crime, prevention and suppression of administrative violations in accordance with the order by the MIA of Russia of April 17th, 2013, #211”.

During the discussion of the second item on the agenda the following spoke:

Kovalev P.V., a member of the Coordination Council at the MIA of Russia, the CEO of the Association of guard and legal companies “Berkut”, brought to the notice of the meeting a letter by Vedenev L.V., the Deputy Chairman of the Coordination Council of the MIA of Russia, as of September 9th, 2013, on improving the efficiency of private security structures potential use in assistance to the law enforcement bodies in ensuring public order. In his speech, Kovalev P.V. introduced a number of practical proposals that will significantly enhance the work in this direction”.

Khramov A.N., the CEO of the JSC “Nizhegorodskoye ohrannoye predpriyatie – 1” thoroughly reviewed the status of work on agreements conclusion on cooperation between private security organizations and the law enforcement agencies in maintaining law and order; he noted a number of significant shortcomings the elimination of which would strengthen this area of work and increase its efficiency.

In discussing the third item on the agenda Fomin A.A., the Deputy Chief of the Regional Office of the MIA of Russia in Nizhny Novgorod, Police Colonel, presented his report “The results of the private security organizations in detentions of the offenders who committed commodity and material valuables theft, including in big shopping centers. Their participation in solving the crimes”.

He reported that during 7 months of 2013, the guards of private security organizations detained 1,986 people for theft at the retail facility, including 352 people in respect of whom criminal proceedings under Part 1 of Art. 158 of the Criminal Code were initiated. The PSO services are not effectively carried out at the retail facilities in Leninsky, Prioksky and Sovietsky districts of Nizhny Novgorod.

During the discussion of the second item on the agenda the following spoke:

Minnikov D.M., the Head of the Criminal Investigations Directorate at the SI of the MIA of Russia in Nizhny Novgorod region, Police Colonel, asked the PSO directors in present of a more vigilant service on such objects of protection as big shopping centers, to instruct the private guards on regular inspections of parking lots.

In discussing the third item on the agenda Dyegtyev V.V., the Head of the Common Police control of PSO presented his report on “The results of the Common Police control of the private security organizations for 7 months in 2013”. He specifically said that for 7 months in 2013 CPC of PSO received 1,540 reports of the incidents. He focused on the fact that now all the information on the incidents is sent to the rapid response teams via text messages. However, at present there is virtually no feedback on the work done with the received information from the rapid response teams. He emphasized on the need to update the information on the rapid response teams locations to find and direct the closest one to the scene. He also said that often the information about an incident from the Police control room of the SI of the MIA of Russia in Nizhny Novgorod region is received by the Common Police control with a long delay.

In discussing the third item on the agenda the following spoke:

Chumazin V.V., the Head of the Regional Office of the MIA of Russia in Dzershinsk, Police Lieutenant Colonel, said 32 private guards daily maintain public order in the city of Dzershinsk. He suggested the heads of PSO rewarding the employees for taking part in solving crimes.

Kovalev P.V., a member of the Coordination Council at the MIA of Russia, the CEO of the Association of guard and legal companies “Berkut” informed the audience that all the comments concerning PSO are objective. This will require extending the phone lists of rapid response teams; the guards must report to the CPC of PSO on guard duty for the joint patrol; the CPC of PSO must promptly respond to the information of the Police Control Center of the SI of the MIA.

Sidorenko A.V., the President of the Board of Studies in the “Security Academy “Berkut informed the audience about the entry into force of the new law of the Russian Federation “On Public Procurement” and the envisioned measures to prevent dumping, a new form of organization of public procurement, including the use of electronic market places as of January 1st, 2014. Sidorenko A.V. informed on the progress of the elaboration of the system of professional standards by the Ministry of Labor of Russia, including the private security sector.

Tsiganov V.S., acting Head of the SI of the MIA of Russia in Nizhny Novgorod region, Police Major – General summarized the meeting.

Following the results of the Presidium of the Coordination Council meeting, a resolution was adopted which provides for specific measures to improve the interaction of private security organizations with the MIA bodies in ensuring protection of public order.

The participants of the meeting visited the Common Police Control of the private security companies where they learnt about the organization of its work. Dyegtyev V.V., the Head of the Common Police control of the PSO, was giving explanations to the audience and responded to their questions.

Further , the participants of the Presidium of the Coordination Council meeting learnt about the organization of the educational process in a specialized class of tactical and special training for private guards in the Security Academy “Berkut”. In particular, he demonstrated the technique of using a maquette of the object to practice with the object security squad the cooperation with the Police officers in case of emergency and extraordinary situations. Sidorenko A.V., the President of the Board of Studies in the “Security Academy “Berkut was explaining to the audience and answering their questions.

The participants of the Presidium of the Coordination Council meeting took a great interest in visiting the exposition in the Museum of private security, the measures taken by the Association “Berkut” to improve the social and living conditions of the employees.
