Security management, 2011

Those who are disappointed leave security business. In the course of working on Pre-New Year issue, we traditionally offer the readers of our journal to answer familiar questions. And we have ascertained again that despite the most pessimistic predictions about “forthcoming end of the industry”, about “take-over of the Russian non-governmental security by foreign companies”, the vast majority of our readers face the future with optimism and hope.

And we have ascertained again that despite the most pessimistic predictions about “forthcoming end of the industry”, about “take-over of the Russian non-governmental security by foreign companies”, the vast majority of our readers face the future with optimism and hope.

1. I’m not going to speak for all the security community. For everyone, 2011 was special in its own way, but some events haven’t passed without notice for everybody. They are important not only because they concern the security community, but also because the consequences of these events will continue in 2012 and further on.

From the most important federal events on the first place I would mention the adoption of the Law “On Police” on March 1st, 2011. The period of staff, organization and psychological restructuring of the MIA bodies that followed directly affected the security community since the cooperation with the MIA is the most significant work area and the requirement for private security companies activities.

Not everything was smooth, easy and quick…But already we see the main thing – the reconstructed MIA gains momentum, legal certainty, staff and psychological stabilization are becoming more clear and as a result, the cooperation between Police and private security bodies has become more distinct, effective and, importantly, their joint rule-making has become more active at once. Recently, a number of exceptionally important documents for private security structures came into force.

Besides, the biggest event was the results announcement of the competion “The best Russian Region in cooperation organization in providing law order and crime prevention in 2010” which was held by your journal along with the Coordination Council at the Department for the Protection of Public Order of the MIA of Russia. According to the results of 2010, the Coordination Council at the Central Internal Affairs Directorate in Nizhegorodski region won the nomination “The best Region” while a number of our guard companies from Nizhniy Novgorod became the finalists of the nomination “The best guard company”. I won’t deny that receiving the Main Award in the nomination “The Manager of the year” became the momentous event for me.

2. First of all, about the disappointment itself. To my mind, in business and moreover, in security business there was no such a thing, there isn’t now and there won’t be. And that’s why. Disappointment is a feeling caused by unfulfilled expectations. This is a failure come true. And, more importantly, a disappointed person stops fighting to reach his goal. That’s why everyone who is disappointed leaves security business. Experienced professionals who are not confused by the emerging problems stay.

Among the problems in 2011 I would mention:

First and foremost, it is dumping. This phenomenon is systematically, consistently and dangerously destroying the Non-governmental security itself. I won’t draw any examples – they are familiar to everybody. Reckless “dumping race” leads to a sharp loss of quality of security services with all the ensuing consequences…Naturally, the notorious law # 94 does its bit in spreading security dumping across the country concerning the government contract;

Second, there are no distinct official standards or criteria for assessment of the guard companies’ activities which doesn’t allow their clients as well as the guard companies themselves define who is “good” and who is, to put it mildly, “not so good”;

Third, it is the situation over the last 2 years, including 2011, with the development of legal base of private security activities. Absolutely unexpected for private security community and, to my mind, for the MIA itself, was a delay with introducing a number of extremely important sub laws which specificate the key provisions of the Law. It created significant problems in practical activities of private guard companies and the MIA organizations, objectively suppresses the development of private security business. Along with this I would point out that in the second half of 2011 a positive break-point in solution of this problem marked out distinctly – as a result of joint effort of the MIA and security community a number of exceptionally important documents for private guard organizations came into force. So, the positive changes are obvious.

3. I’m not among those who have apocalyptic attitude towards the present and future of security business. This business was, is and will be. So the “feast in time of plague” we will leave for the conscience of the representatives of “circum-security party” who have thrown this aphorism in relation to the Anniversary of Private Security.

I have no intention of going into a long dispute, but I’ll say: for those whom this milestone doesn’t matter anything should not be bothered.

I’m sure that for the vast majority of my colleagues the 20th Anniversary of Private security is a significant event. Despite everything, Non-governmental security has come to pass and de facto became an important element in providing national safety.

Moreover, in the circumstances of reforming the MIA which, as it usually happens in our country, is accompanied by different kind of reductions, the role of NGS and its authority grew up significantly. Consider, how their performance appraisal by the government institution changed greatly. For example, compare the figures in the reports related to NGS announced by the MIA senior staff at different events 3-4 years ago with those that are announced today. The balance between “bad” and “good” has considerably shifted in favor of NGS. And this speaks volumes, in particular, about the fact that NGS even on the state level is considered as a solution of some problems caused by the MIA reforming.

I’m not even saying that discussing the aspects of terrorism prevention, President and the Prime Minister repeatedly mentioned NGS as one of the significant resources in eradicating this threat. Besides, meeting of Dmitry Galochkin, the President of the All-Russian trade-union NGS, with the President of Russia, I think, is an extremely important event for NGS too.

4. Look at the group of representatives of the security structures in the Presidium of the Coordination Council at the State Institution of the Chief Directorate of public peace and order. Every Last name and Name is the history of security business represented by them.

Goloshchapov I.A. (The Coordination Center of the Heads of guard and investigation structures), Karabanov E.P. (The Association of international cooperation of NGS), Yanishev I.A. (The group of guard companies “Kontr”), Popov V.N. (The Association of security structures “Oskord”), Ponomarev A.Y. (Guard company “Pravoohranitelniy centr”), Druzhinin N.K. (The trans regional association of criminal militia veterans “”OPERA”)… And there are dozens and hundreds of them across the country. It is their optimism, persistence and professionalism that determine dynamic development of security business.

5. For the next year my wishes for the colleagues are dynamic business development, new professional achievements, to be b and brave, courageous, perfectly healthy and to have a happy family life! Happy New Year, the year of the 20th anniversary of security business in Russia.
