The Coordination Council Meeting on Cooperation with private security organizations and private detectives took place at the Chief Directorate of the MIA of Russia in Nizhny Novgorod region on March 14th, 2013.
What this event is notable for is for being the first meeting of the new Coordination Council membership which was formed by the order of the Head of the Chief Directorate of the MIA of Russia in Nizhny Novgorod region as of February 11th, 2013 # 119.

Kovalev Pavel Vladlenovich – a member of the Coordination Council at the Chief Directorate of the MIA of Russia, the CEO of the Association of guard and legal companies “Berkut”.

Before the meeting, the participants watched with great interest the video broadcast of the Coordination Council Meeting on Cooperation with private security organizations and private detectives at the Chief Directorate of the MIA of Russia chaired by Gorovoy A.V., the First Deputy Minister of Interior, Police Lieutenant General.
In his introductory speech, Tsyganov Viktor Stepanovich, the President of the CC of the Chief Directorate of the MIA of Russia in Nizhny Novgorod region, stressed that ensuring strict execution of the legislature of the Russian Federation on private security activities by the guard companies, improvement of cooperation of the Interior and private security organizations in the protection of public order and taking additional measures to enhance the anti-terrorist protection of objects guarded by private security structures are the most important tasks that the Coordination Council faces for the immediate future.
Police Lieutenant Dyakov Nikolay Petrovich, the Head of the Licensing and Permit Center of the Chief Directorate of the MIA of Russia in Nizhny Novgorod region, announced the order by the Head of the Chief Directorate of the MIA of Russia in Nizhny Novgorod region as of February 11th, 2013 #119 which regulates the structure, organization and membership of the new Coordination Council.
Police major Bureyev Ivan Alexandrovich, the Deputy Head of the Licensing and Permit Center of the Chief Directorate of the MIA, informed the members of the Coordination Council on the progress of ensuring strict execution of the legislature of the Russian Federation on private security activities by the guard companies, on the performance in 2012 and two months in 2013 in monitoring compliance with the licensing requirements and terms and conditions on security organizations and on the outcome of the interaction between the Department of Internal Affairs and Private guard companies in the protection of public order. He also set out a number of issues on taking additional measures to improve the efficiency of interaction and to reinforce anti-terrorist protection of the objects guarded by private security agencies.
Sidorenko Alexander Vasilyevich, the Chairman of the Board of Studies of the Security Academy “Berkut”, informed the audience about the performance results of the general meeting of the Coordination center of the Heads of Guard and Investigation companies and the All-Russian meeting of non-state security sector “Strategia 2020” and the XI All-Russian Conference “Russian security Industry. Prospects, trends and challenges” which were held on February 11th – 12th in Moscow.
Emelyanov Andrey Gennadievich - the Head of the State Labor Inspection - the Chief state labor inspector in Nizhny Novgorod region, drew attention of the audience to the strict compliance by private security agencies with the laws on labor regulations and informed the participants about the measures taken by the State Labor Inspection to improve this work.
Raysky Vyacheslav Alexandrovich, the CEO of the LLC Private guard company and Business security agency “Vityaz-NN” voiced a number of problematic issues of private guard organizations practical activity and practical measures to address them which can be implemented by the Coordination Council in interaction between private security organizations and private detectives at the Chief Directorate of the MIA of Russia in Nizhny Novgorod region.
In conclusion of the meeting, Police Major General Tsyganov Viktor Stepanovich handed the Letters of gratitude to a number of leaders and security organizations employees for their active participation in the work on the interaction with the internal affairs bodies.
