The Coordination Meeting in Voronezh

The extended Coordination Meeting on "current organization issues of interaction with the security and detective structures in today’s environment" was held on October 12th, 2012, in Voronez. Kovalev P.V., the CEO of the Association of Guard and legal companies “Berkut” and Sidorenko A.V., the Chairman of the academic board of the non-state educational institution of further vocational education “Berkut” took part in the Meeting.

Leonid Vedenov, the Deputy Chief of the State Institution of the Chief Directorate of public peace and order of the MIA of Russia chaired the Meeting. The Presidium included: Anatoly Malikov, the Head of the Directorate of the state policy implementation in arms trade sector of the State Institution of the Chief Directorate of public peace and order of the MIA of Russia; Irina Konovaltseva, the Head of Private Security Activities Directorate of the State Institution of the Chief Directorate of public peace and order of the MIA of Russia; Postovalov Sergey, the Deputy Chief of Police for the protection of public peace and order of the State Institution of the MIA of Russia in Voronezh region; Sergey Corchevnikov, the Deputy Chief of the Directorate of Federal Drug Control Service of Russia in Voronezh region; Igor Goloshchapov, the CEO of the Non-profit organization “Coordination center of the Heads of Guard and Investigation companies", and Gennady Zaitsev, the Chairman of the Committee for Public Awards in private security, the President of the “Alpha-95”Association and Hero of the Soviet Union.

Before the Meeting started, the GlobalInformTV film was played on the screen about the rally of the Non-profit organization “Coordination center of the Heads of Guard and Investigation companies" and Regional Specialized Guarding Company "JAGUAR" on the route Moscow – Magadan which was held this summer. The Meeting participants were also shown the fragments of audiobooks on the history of private security that had just been published by the Coordination Center of the Heads of guard and investigation structures.

In the beginning of the meeting, Leonid Vedenov spoke about general information on the current situation in private security and investigation. He noted that today the issues of quality of security services are touched upon at the highest level and have become the object of discussion at the Government Commission. There are still a lot of questions related to law enforcement practice, to obeying the private security and arms trade regulations by private guard companies, the ones related to the practice of state control in these areas. The General gave a positive review of the level of cooperation of the Department of Internal Affairs with private security organizations in crime prevention and detection and protection of public order.

The danger of having the private security organizations involved in massive political protest movements is becoming more acute. According to Vedenov L.V., it can’t be about banning the guards to have political opinion or about infringement of their political rights and freedoms. But participation of private guard companies as organizations in massive protests having weapons on them is out of question.

On this topic later, Alexander Sidorenko, the Chairman of the Scientific Council of "Security Academy" Berkut", read the official statement of the Non-profit organization “Coordination center of the Heads of Guard and Investigation companies" on the inadmissibility of politicization of private security.

In his speech Dmitry Piskuniv, the Deputy Head of Private Security Activities Directorate of the State Institution of the Chief Directorate of public peace and order of the MIA, touched upon the issues of taking qualifying examinations and periodic testing of private guards.

Then Svetlana Ternova, MIA advisor, spoke from the platform about some of the issues of the law enforcement practice in equipping arms storage rooms.

Sergey Corchevnikov, the Deputy Chief of the Directorate of Federal Drug Control Service of Russia in Voronezhsky region, spoke about the threat of drugs and interaction of drug control institutions with security and detective agencies in prevention of illegal drug dispensing.

Druzhinin Nicholay, the President of "Liga Bezopasnosti" Association, presented the audience the positive experience in interaction between private security companies and Department of Internal Affairs in Ryazan region.

Vadim Slyusarenko, the CEO of the Management Company "Argus", made an exhaustive video presentation on the activities of the joint Police control of security organizations in Kostroma.

The CEO of the private security company "Karat-C" spoke about his trip to London for the Olympics where he studied in detail the work of private security agencies in ensuring the safety of large-scale sporting events as well as their interaction with the British law enforcement agencies illustrating his presentation with the photos.

On behalf of the Non-profit organization “Coordination center of the Heads of Guard and Investigation companies" Alexander Ponomarev, the CEO of guard organization "Law Enforcement Center", read the questions on practical implementation of the state control and licensing in private security and investigation sector which were prepared for the attention of the Licensing and Permit Service department Heads.

The Chairman of the Non-profit organization “Coordination center of the Heads of Guard and Investigation companies" read a draft resolution of the Coordination Meeting. After being amended, this Resolution will be officially published.

At the end of the event, Leonid Vedenov awarded diplomas to some outstanding Heads of security structures in honor of the 20th anniversary of detective and guard activities in Russia as well as Cups to the best Heads of the regional Licensing and Permit Service departments.
