"The reason why there is no reestablishment from the Militia to the Police is a gap in the law - says Skorobogatov Andrei, a Doctor of Law and a former investigator. - According to the law "On Police", the officials who, whatever the reasons are, haven’t passed the extraordinary certification cannot be reassigned to the Police". At the same time, according to the expert, the term for carrying out the certification was by the 1st of August, 2011, and was established by the presidential decree. There are no reservations in the law about the extension of certification in respect of employees who could not attend the certification or were dismissed with violations.
