Solemn meeting of the coordination council of the chief directorate of the mia of Russia in Nizhny Novgorod region on cooperation arrangement of the internal affairs with private guard and investigation structures, dedicated to the 20th anniversary

The solemn meeting of the Сoordination Council on cooperation arrangement of the internal affairs with private guard and investigation structures of the Chief Directorate of the MIA of Russia in Nizhny Novgorod region, dedicated to the 20th anniversary of private security and investigation in Russia and in Nizhny Novgorod region was held on April 26th, 2012.

The solemn meeting was opened by Shmonin Andrey Borisovich, the Chairman of the Coordinating Council of the State Institution of the MIA of Russia in Nizhny Novgorod region.

In his speech he congratulated the private guard and investigation community on the 20th anniversary and, at the same time stressed that today the government considers private guards and detectives an integral part of the public security system which is not only in charge of the fulfillment of contractual obligations but also cooperates with the Police officers in ensuring public safety in the districts and towns of our region.

Almost no significant social event is held without the private guard organizations. It is a significant assistance to the law enforcement agencies. We see and feel it and express our gratitude to the entire guarding community.

Tsyganov Victor Stepanovich, the Deputy Head of the State Institution of the MIA of Russia in Nizhny Novgorod region – Police Chief, Police Major General, heartily congratulated the managers and employees of private security structures of Nizhny Novgorod on the holiday. In particular, he said that over the past 20 years the guarding community of the country and of Nizhny Novgorod region has gone through a tough process of development and now is a recognized effective part of the system that ensures public safety.

Security business has formed into a special part of the region's economy, occupies its own high-demand place and solves the problem of ensuring protection of various forms of ownership.

The private security community of Nizhny Novgorod is now united into 545 private guard organizations, more than 11,000 employees, over 1500 of who are former employees of the MIA structures. Currently, private guard structures of the region successfully solve an important social problem of employment of the officers who were made redundant because of the reform.

Police Major General Tsyganov V.S. emphasized the contribution of Nizhny Novgorod private security structures to the protection of public order. Here our Coordination Council plays an important role which, in fact, practically and comprehensively coordinates the interaction of private security structures with the Police. It is good that the initiative of the Coordinating Council in the creation of the Common Police Control Center of Nizhny Novgorod security structures has been highly praised at the federal level.

Much has been done, there are good results, but we still have much work to do together.

Shmonin Andrey Borisovich, the Chairman of the Coordinating Council at the State Institution of the MIA of Russia in Nizhny Novgorod region, congratulated the managers and employees of private guard organizations of Nizhny Novgorod and the region on the 20th anniversary of the private security and investigation. He also noted that the Coordination Council plays a special part in the consolidation of security community and its effectiveness enhancing. It manifested especially during the development and implementation of the statutes of Act 272 and during the reform of the MIA when it became urgently necessary to include private security structures in the system of ensuring public order. And now we can say that during this difficult period our Coordinating Council has proved its high efficiency solving the problem of mobilization of private security structures potential to provide practical assistance to the authorities of the MIA. With the reduction in internal affairs, the assistance to private security is indispensable and extremely valuable.
