On 15th and 16th of February in Kiev the first (international) Ukrainian Conference of educational centers for security and bodyguard training was held in the Business center «Ochakovski».
The Conference was organized by the non-profit organization «The Union of Security Sector Staff», educational center «SPB Center» (Kharkov), informational and analytical site «ALLSECURITY.info», special training center «Gal - Bezpeka» (Lvov), information partner the News and Publishing Group «Security-UA» (Kiev).
The Conference was attended by the representatives of the specialized educational institutions, public organizations, and private guarding companies of Ukraine, Russia and Kazakhstan. The Ukrainian delegation was also represented by the people from the Ministry of Education and Science, Youth and Sports, the National Security Administration, and the CEOs of the leading public organizations in guarding industry.
The Ukrainian Union of Manufacturers and Entrepreneurs, the MIA and the Ministry of Education, Youth and Sports congratulated the participants on the opening of the Conference.
The Russian delegation was headed by Savely M.F., Assistant Professor of the Academy of Management of the MIA of Russia, PhD in Law, professor of the Moscow Open Social Academy.
Sidorenko A.V., the CEO of the non-state educational institution of further vocational education «Training Center Berkut-Cadet» (Nizhny Novgorod), gave a greeting speech on behalf of his Russian colleagues. He read out the Testimonial of Goloshchapov I.A., the Chairman of the Board of non-profit Partnership «The Coordination Centre for Russian guarding and investigation companies» and presented the Russian Medals «For outstanding work», for achievements in the performance of professional duties for ensuring the safety of people and property during private guarding activity to the following people:
Krasnoperov A.A. – the President of the Media Group «SECURITY UA» in Ukraine, Kiev.
A very peculiar situation in the system of training for private guarding companies in Ukraine determined the relevance of the Conference.
In Ukraine currently there are 123 educational institutions of various forms of ownership which have a license to provide educational services for the qualification # 5169 (guard, bodyguard). According to the regulatory documents they have the right to qualify 5866 guards and 1652 bodyguards a year.
As the President of the Administration of «The Union of Security Sector Staff» Kosenko V.A. estimated, «for training all the guards in Ukraine educational institutions will need some 15-20 years on condition of full occupancy of all the training units», taking into account the existing legal framework of the specialized educational activity.
According to Kosenko A.V., a way out of this difficult situation stems in taking certain measures for improving vocational training for private guarding companies in Ukraine. The participants of the Conference saw eye to eye with him on this. In particular, the training materials of a common content and structure as well as the introduction of new, primarily online, forms and methods of instruction should be developed.
In this regard, a particular interest of the Conference participants was caused by the performance of Savely M.F., Assistant Professor of the Academy of Management of the MIA of Russia, PhD in Law, professor of the Moscow Open Social Academy, who spoke about the use of modern information technologies in training the staff of private guarding companies.
Sidorenko A.V., the CEO of the non-state educational institution of further vocational education «Training Center Berkut-Cadet» (Nizhny Novgorod) shared his experience with the Ukrainian colleagues on practical implementation of new interactive forms and methods of training in the learning process. The Conference participants took a great interest familiarizing with the concept, methods of designing and a complex practical use of Internet resources, sets and modules of different types of training and visual aids in the learning process.
The Conference participants expressed their desire to establish partnership, continue regular cooperation with the Russian colleagues and use their gained practical experience in the frame of Ukrainian laws.
During the Conference an extensive experience interexchange took place between the heads of specialized educational institutions of Ukraine on the question of security and bodyguards training. The proposals were formulated to amend the state standard of security and bodyguards training as well as the laws of the country. Much attention was paid to the special details of licensing and control of non-governmental educational institutions of training in private guarding and investigation today.
They also discussed the issues about the role of private guarding companies in the whole security structure of Ukraine. The questions about the level of training of guards in advance of Euro 2012 were discussed separately as well as the need for changes in the legal framework which regulates the activities of private educational institutions that train people for security bodies.
The Conference finished with the adopting a resolution which will be sent to the relevant ministries and departments.
The conference was reported in the main Mass media resources, television and in newspapers.
The Conference organizers managed to hold it at the highest organizational level which created a favorable climate and all conditions necessary for easy communication between the colleagues, for experience interexchange and long-term partnership establishment.
