XI Russian the 1st international conference of CEOs of personnel training institutions for guarding detective organizations

Another Conference of CEOs of personnel training institutions for Russian guarding detective organizations was held in the hotel complex “Izmaylovski” from the 8th to the 9th of August, 2011.

115 CEOs and specialized educational institutions representatives took part in the Conference. The Conference participants and the guests took a great interest in the exhibition on specialized literature, schoolbooks, guidance manuals and visual aids presented by non-state educational establishment “Bayard” (Moscow), “Vityaz” (Moscow), “Berkut-Kadet” (Nizhny Novgorod).

The first question on the agenda was discussing the preparation for 20th anniversary celebration of private guarding on the Federal and Regional levels.

The Deputy chief executive of non-state educational establishment “Coordination Center ROSS”, A.V. Brezhnev, informed the conference participants about the purposes and objectives of the Organizing committee for celebrating the 20th anniversary of private guarding setting up and its everyday work. However, he emphasized that setting up Organizing committee and all the work related to the preparation and celebration of the anniversary on the Regional and Federal levels do not aim at ceremonial activities, pompous reports about the achievements and rewards ceremony. Serious problems on the main issues of development have mounted up and keep on accumulating in the guarding community

(the state of the legal framework of private security, economical issues, government orders, questions, issues on cooperation with MIA in providing public peace and order, relations with public authorities and business community, the image of private guarding, etc.). Prospects for the industry development require a different level of interaction with the government; the level which today is often limited to the issues of control and licensing from the state authorities.

That is why the main work of the Organizing Committee and planned activities for the 20th anniversary on the Federal and Regional levels, first of all, aim at drawing attention of the public, state authorities of various levels to the role and place of private guarding agencies in crime prevention, to the problems of private security development, creating their positive image, establishing of principally new constructive relations with authorities and business community.

A. V. Brezhnev stressed that specialized educational institutions play a special part in preparation for the anniversary of private security especially in regions. They are encouraged to be actively involved in this extremely important and responsible activity.

A.V.Sidorenko (Non-state educational establishment of further vocational education "Educational Center" Berkut-Cadet "(Nizhny Novgorod) informed the Conference participants about the structure and the contents of the Regional Program of the Coordination Council at the Head Department of the MIA of Russia in Nizhegorodski district on preparation for the 20th anniversary of the private security.

The preparation of the Regional Programme was initiated by a member of the Coordination Council Presidium at the Department for the Protection of Public Order of MIA of Russia, Privolzhski Federal district coordinator - P.V. Kovalev, and was approved by the Coordinating Council chairman, Police Colonel A.B. Shmonin and aims to:

• 1. Popularization among Nizhny Novgorod and the region citizens of the role, place and goals of private guarding agencies of the region in providing public peace and order and crime prevention.
• 2. Creation of positive image of the private security guard and guarding community in general.
• 3. Attracting attention of regional authorities’ representatives (Nizhny Novgorod and the region), the Legislative Assembly deputies of Nizhny Novgorod, the State Duma deputies and the media to the problem of private guarding activities of Nizhegorodski region.
• 4. Consolidation of private guarding agencies in addressing the problems of their activities.
• 5. Extensive explanation to the region business community of the possibilities of private guarding in providing reliable protection to its members.
• 6. Big advertising campaign to promote the service of the best guarding agencies of the city and the region.
