• In 2009 he was elected a member of the Presidium of the Coordination Council at the Department for the Protection of Public Order (from March 2011 - the State Institution of the Chief Directorate of public peace and order) of the MIA of Russia and the Coordinator in Privolzhski Federal district;
• The Deputy Chairman of the Coordinating Council on cooperation arrangement of the internal affairs with private guard organizations of the Chief Directorate of the MIA of Russia in Nizhegorodski region.

Graduated from Gorkovskiy Command School n.a. Kulibin I.P., State Pedagogical Institute, The Academy of the Ministry of Internal Affairs of Nizhniy Novgorod.

Was an officer in the Internal Affairs Department of the MIA of the Russian Federation till 1996.

Since 1996 - the Head of the Association of guard and legal companies «Berkut» which is one of the largest non-governmental security structures in the Russia Federation.

PhD in law since 2004.

The Association «Berkut»:

• Is the founder and a full member of the non-profit organization «The Coordination Center of the Heads of guard and investigation structures of Russia», Moscow (a member of the Chamber of Commerce of the Russian Federation);
• A full member of the Nizhny Novgorod regional social organization of veterans and officers of special operations group of State security bodies «VIMPEL», of the members of combat operations and special operations «VIMPEL-N»;
• A member of the Association of Industrialists and Entrepreneurs;
• A member of the Central Council of Staff Training Institutions for guard and investigation structures of the Russian Federation;
• A member of the Presidium of the Coordination Council at the Department for the Protection of Public Order (from March 2011 - the State Institution of the Chief Directorate of public peace and order) of the MIA of Russia and the Coordinator in Privolzhski Federal district;
• A member of the Presidium and the Deputy Chairman of the Coordination Council on cooperation arrangement of the internal affairs with private guard organizations of the Chief Directorate of the MIA of Russia in Nizhegorodski region;
• A member of Nizhegorodski Regional Association of detective and guard companies.

Kovalev is a co-author of the following educational and normative books:

• «Russian and European human rights systems: correlation and harmonization problems»;
• «Migration, human rights, economic security of modern Russia»;
• «Security and guard and investigative activities».

Kovalev P.V. himself has 76 rewards and tributes for the contribution to organization of effective cooperation with law-enforcement bodies in providing law order and preventing crime.

SOCIAL PROJECTS

Kovalev P.V is one of the initiators and an active participant of social projects which are realized by the Coordination Council at the State Institution of the MIA of Russia in Nizhegorodski region:

• The conjoint project in organization of military-patriotic communities meetings in the city with the Association «Berkut», the Nizhny Novgorod regional social organization of veterans of combat operations of the law-enforcement bodies and the Department of education and social and legal protection of children;
• The Project «Hero’s Family» – for providing psychological and financial support to the families of the officers of the MIA and force structures who died in the line of duty.
• The Project «Veteran» – for providing psychological and financial support to the veterans of the MIA and force structures as well as for retraining of officer staff and military contract soldiers of Armed Forces and Navy who were transferred to the reserve. Motivating them to work in private guard organizations and providing them with practical assistance in employment and adaptation in new conditions.
• The Project «Veterans to successors» – for providing psychological and financial support to the active officers of the MIA and force structures who perform their call of duty in ensuring law and order.
• The conjoint project with Tae Kwon Do Federation of Kstovo «Children, Sports – health of the nation».
• The conjoint project with «All-Russian society of the disabled» - «Charity and attention towards the disabled».
