On February 11, 2011 a Deputy Chief of NN CIAD - Militia Head of Public protection department of NN CIAD Major-General Kabatskiy Victor Dmitrievich has held an offsite extended meeting of the NN CIAD Coordination Council Presidium at AGLC "Berkut" dedicated to the 18-th anniversary of the social security militia and the 42-d anniversary of the licensure and registration subdivision.

The meeting was attended by:

• Chairman of the Coordination Council, Deputy Head of the NN MPS CIAD, Militia Colonel A.B. Shmonin,
• Head of Department of Licensure and Control NN MPS CIAD Militia Lieutenant Colonel N.P. Dyakov,
• Coordination Council Presidium member of DPP MIA of Russia - a coordinator at Privolzhskiy federal district Mr. P.V. Kovalev.
• Heads of the best private guarding companies of Nizhniy Novgorod region.

Deputy Chief of NN CIAD - Militia Head of Public Protection Department of NN CIAD Major-General Kabatskiy Victor Dmitrievich has warmly greeted all guests and highlighted in his speech that: "Private guarding structures of Nizhniy Novgorod region are a substantial and a very-well organized reserve of the MIA authorities and are capable to provide effective help to the law-enforcement agencies in their fight against criminal elements and in maintaining public safety and order".

Major-General Kabatskiy Victor Dmitrievich also mentioned that the Coordination Council contributes a lot to organization of efficient cooperation of private guarding companies and MIA authorities. Since the time of establishment of the Coordination Council it's become possible to unite work of guarding companies and state authorities and better maintain law and order and perform crime-preventive measures.

Results of 2010 state that mutual work of private guarding companies with state law-enforcement bodies was a great success:

- 9.860 transgressors were arrested and forwarded to the Militia authorities - including those during procedures of public safety protection - 6.473.

Major-General Kabatskiy Victor Dmitrievich has as well expressed his assurance that private security services of Nizhniy Novgorod will continue to accomplish all delivered tasks with credit and will be of substantial and reliable help to the bodies of the Ministry of Internal Affairs in protection  of law and order.
