On February 18, 2011 the City Administration Head Mr. Kondrashov Oleg Alexandrovich and directors of the the regional CIAD and the IAD of Nizhniy Novgorod, Militia Major-General Mr. Kabatskiy Victor Dmitrievich - Deputy Director of the CIAD Nizhniy Novgorod region, Head of Militia Public Safety Department of the CIAD in Nizhniy Novgorod region and Militia Colonel Mr. Ilyichenko Alexander Gavrilovich, Head of Directorate of Internal Affairs of Nizhniy Novgorod had a business meeting during which they visited several subdivisions of Nizhniy Novgorod militia and United front offices of private guarding structures at the Association of guarding and legal companies "Berkut".

The purpose of the business meeting was to check corporeal and technical equipment of the city subdivisions of the internal affair agencies and organization of their cooperation with private guarding structures in order to better maintain public safety and order.

G.V. Maleev - Protection Department Director of the Association of guarding and legal companies "Berkut" reported to the Head of City Administration on activities of the United front office.

The City Administration Head and Heads of the regional CIAD and IAD of Nizhniy Novgorod during the visit to the United front office emphasized on the fact that private guarding structures of Nizhniy Novgorod region are a substantial and a very-well organized reserve of the MIA authorities, and are capable to provide effective help to the law-enforcement agencies in their fight against criminal elements and in maintaining public safety and order.

As of December 31, 2010 on the territory of the Nizhniy Novgorod region there are registered:

• 547 private (non-governmental) guarding and detective companies.
• 11.142 - private guards.
• 1.292 - units of duty weapons
• 10.487 - facilities protected by Private guarding companies.

Within the year of 2010 - 9.860 transgressors were arrested and forwarded to the Militia authorities -, including those during procedures of public safety protection - 6.473.

the United front office is of a great importance in coordination of militia authorities and private guarding companies of the city. The United front office was established upon resolution of the Coordination Council of the CIAD of Nizhniy Novgorod region on cooperation with private guarding companies.

Its practical implementation is performed under personal control of the Coordination Council Chairman, Deputy Head of MPS CIAD of Nizhniy Novgorod region, Militia Colonel A.B. Shmonin and a member of Coordination Council Presidium at the DPPS MIA Russia - a coordinator at Privolzhskiy Federal district Mr. P.V. Kovalev.

The United front office of non-governmental guarding structures (NGS) of the city has been organized with the following purposes:

• organization of a unified dislocation of guarding stations involved in the program of cooperation with internal affair authorities. Special attention is paid to socially-significant facilities, the most visited public places as well as so-called "zones of responsibility" in the territory of protected facilities or at the routs of patrol of emergency units  (hereinafter "EU).
• operative connection with stations of private guarding organizations being a part of the United front office and the Militia front office of the Nizhniy Novgorod CIAD.
• collection and prompt (on receipt) information update on available forces and means of private guarding organizations performing protection of stationary facilities and the ones being a part of the EU.
• collection of information on situation at areas next to the protected by private organizations facilities and on the patrol routes of EU.
• collection of daily information from front offices of guarding companies on revealed delinquents at trespassing protected facilities and in accordance with the established procedure forwarding them to law-enforcement authorities.
• if situation is being aggravated, upon decision of the Front office of the CIAD of Nizhniy Novgorod region, the United front office with the help from front offices of guarding companies coordinates activities of private guarding forces involved according to the plan of a complex engage of forces and means of militia and of private guarding companies in maintaining public safety (unified dislocation).

The United front office is equipped with an electronic city map and a database of facilities (dislocation), protected by private guarding companies and provides information necessary to make up a decision on a real time basis by the service on duty of the CIAD to either engage or not the forces and means of private guarding companies to help maintaining order and suppress crime.

Practical results on the United front office activity for the period from August 27, 2010 to February 10, 2011

City Administration Head Mr. O.A. Kondrashov together with Administration Heads of the regional CIAD and IAD of Nizhniy Novgorod: Militia Major-General V.D. Kabatskiy and Militia Colonel A.G. Iliychenko have highly evaluated work of the United front office and have expressed their gratitude to private guarding facilities being a part of the Coordination Council for their willing cooperation with law-enforcement authorities in maintaining order and providing safety for citizens.
