The Coordination Council of the Central Internal Affairs Directorate on cooperation between internal affairs bodies and private guard and detective organizations was created in 1999.

The CC includes Nizhny Novgorod Region government representatives, heads of Public Security Militia and License Issuing Office of the Extradepartmental Protection Directorate of the Central Internal Affairs Directorate of Nizhny Novgorod Region, the Federal State Unitary Enterprise ‘Security Ministry of Internal Affairs of Russian Federation’ in Nizhny Novgorod Region, as well as of private security companies, registered and operating within the service area. Militia Colonel Victor Kabatskiy, Central Internal Affairs Directorate Assistant Director, Nizhny Novgorod Region Central Internal Affairs Directorate Public Security Militia Director, defined the main goal of the CC’s activities: “…to cooperate with the law enforcement bodies towards attracting the potential of private security structures of the region to solving the problems of public security, crime prevention and improving control over private security activities.” The Coordination Council is headed by: Chairman – A. During the operation of the CC, the task of forming a healthy core of security organizations, aimed at productive cooperation with government bodies and solving public problems of public order maintenance and crime prevention.
A CC is formed individually, based on the quality criteria of potential candidates’ performance evaluation:
The CC operates in the following directions:
1. Regular meetings of the CC Presidium are held, as well as enlarged sessions of the Coordination Council informing members of coordination councils about the changes in the regulations concerning activities of security organizations and law enforcement practice.
2. In order to help to use state-of-the-art information technologies for cooperation between private security companies and the Internal Affairs Ministry’s bodies of the region, a project, called “Vzaimodeystvie – NN”, has been developed and is currently being realized, which includes an electronic city map and a database of objects (location), guarded by private security companies, with information for real-time decision-making by duty services of the Central Internal Affairs Directorate about involvement of effort and money of private security organizations for law enforcement and crime prevention.
3. Members of the CC are involved in analyzing and discussing drafts of public normative documents concerning private security. During the discussion of document drafts, detailing the new federal legislation, more than 30 proposals by private security companies’ directors were forwarded and discussed, more than 20 manuals were worked out and circulated among private security organizations, total run: more than 5 500 paper copies, on electronic media - 2300 CDs; videos from speeches at seminars, held by the CC of the Maintenance of Public Order Department of the Ministry of Internal Affairs of Russia on the issues concerning private security by the heads of the License Issuing Service of the Ministry of Internal Affairs of Russia and the CC of the Maintenance of Public Order Department of the Ministry of Internal Affairs of Russia – 250 CDs.
4. Within the CC, there have been created and are now effectively operating working groups in the following directions: cooperation between private security organizations and the Internal Affairs Ministry’s bodies in public order maintenance; interaction with consumers of guard and detective services; complying with legislation and professional ethics; professional training of private security companies’ staff.
5. Summarizing the results of participation of guard and detective organizations in the events set up for cooperation with internal affairs bodies in law enforcement and public security and front-line experience of working in this sphere. In the regional contest for private security organizations of 2009, the following ones were considered the best: “The Best Security Company” Nomination 1st prize– Taurus, Ltd., 2nd prize – LUKOM-A-NIZHNY NOVGOROD, LTD, 3rd prize - GARANT-ULTRA, LTD; “Director of the Year” Nomination 1st prize – Pavel Kovalev, 2nd prize – Vyatcheslav Raisky, 3rd prize – Mikhail Koryshev.
6. Much work is being done to ensure information support of private security organizations’ work in practical realization of Law 272-Federal Law;
