On 1 October 2010 the enlarged meeting of the Coordination Council of the Maintenance of Public Order Department of the Ministry of Internal Affairs of Russia took place in the conference hall of Russian Institution of Further Training of the Ministry of Internal Affairs of Russia, in which some members of the Coordination Council of Head Office of Internal Affairs of the Nizhniy Novgorod region took part - P. V. Kovalev, Director General of the Berkut Association of Security and Legal Companies – Presidium member of the Coordination Council of the Maintenance of Public Order Department of the Ministry of Internal Affairs of Russia, Assistant Chairman of the Coordination Council of Head Office of Internal Affairs – Coordinator in the Volga Federal District, A. V. Sidorenko, Director of Non-state Educational Establishment of Further Professional Education “Berkut-Сadet” –Presidium member of the Coordination Council of Head Office of Internal Affairs of the Nizhniy Novgorod region. In the conference hall of Russian Institution of Further Training there were about 200 heads of regional license issuing offices of the Ministry of Internal Affairs, Head Office of Internal Affairs and regional internal affairs services, directors of the largest Guarding and Detective Organizations in Russia and media representatives. Militia General Lieutenant U. N. Demidov, Director of the Maintenance of Public Order Department of the Ministry of Internal Affairs of Russia also took part in the meeting. The meeting was conducted by Militia Major General L. V. Vedenov, Chairman of the Coordination Council, Assistant Director of the Maintenance of Public Order Department of the Ministry of Internal Affairs of Russia – Director of Licensing Issuing Service.
In the beginning of the meeting the awarding ceremony took place, officers of private security organizations picked up public awards, in particular Medal for Distinguished Service was presented to director of one of the departments of the Association of Guard and Legal Companies “Berkut” Sergey Ovchinnikov. G. N. Zaitsev, Chairman of the Public Award Committee, the Hero of the Soviet Union presented him with the award for generalship of composite voluntary team of Nizhniy Novgorod private guards in the zone of emergency mode during forest fires. After that Militia Major-General L. V. Vedenov presented a report on the main items on the agenda. According to Leonid Vladimirovich “It is necessary to prevent panic sentiments in sphere of guarding in the circumstances of objective delaying of issuing of normative acts, especially in questions of transferring service weapons to the Ministry of Internal Affairs and lending them”. Licensing Issuing Service and the Ministry of Internal Affairs of Russia in whole, experts of the CC of the Maintenance of Public Order Department do their best for normative acts to be issued as soon as possible. Weapons order will be issued very soon. “After issuing of order it will be necessary to develop energetic work for its realization. As soon as normative documents are ready – educational materials in form of pamphlets with recommendations will be produced. It is necessary to provide their wide spreading among the directors of the Guarding Organizations.” After that Militia Major General L.V. Vedenov pointed out that “...Nowadays almost all normative base for educating guards and detectives, and for the further training of directors is completed and it is necessary to develop planned regular work to lead it to “working condition”. Also one should not allow the monopolism of one Non-state Educational Establishment to appear as told the First Deputy Minister”. In conclusion L.V. Vedenov turned the audience's attention to the following “...It is necessary not to forget the main purpose of function of the Coordination Councils and not to reduce efforts in organization of involvement potential of Guarding and Detective Organizations to enforcement of law. This question is very acute because of reforming of the Ministry of Internal Affairs and job cuts of Militia workers.”
Militia Lieutenant Colonel Dmitriy Sarychev, Executive Secretary of the Coordination Council, Deputy Director of Licensing Issuing Service informed the audience about the situation of issuing normative legal acts, which regulate guarding and detective work. Workers of Licensing Issuing Service, representatives of the CC and members of permanent commissions of the CC make maximum efforts for the quickest issuing of the Enactments of the Government of the Russian Federation of guarding and detective activity licensing, Weapons Orders of the Ministry of Internal Affairs of Russia, documents, which regulate cooperation between Guarding and Detective Organizations and Internal Affairs Agencies in sphere of prevention and solving crimes. Sergey Shevchenko, Assistant Chairman of the Committee of the security of the entrepreneurial work of the Chamber of Commerce and Industry of Russia informed the audience about the continuing of legislation of normative legal acts, which regulate guarding and detective work, in the State Duma of Russia. I.A. Goloshapov, the Executive Secretary of the Coordination Council, Chairman of the Board of the NPO “Coordination Centre of the Guarding and Detective Organizations’ explained the aim of an appeal of the members of “Coordination Centre of the Guarding and Detective Organizations’ to directorship of the Coordination Council, in which guarding and detective association is anxious about delaying of issuing of normative legal acts, which regulate guarding and detective work, especially in sphere of trafficking in weapons in Private Guarding Organizations. |
