On September, 30 the general meeting of the NPO "Coordination centre of leaders of guard and detective companies" was held, where the general director of the Association of Guard and Legal Companies "Berkut" P.V. Kovalyov was invited from the Nizhny Novgorod region as well as the director of the non-state educational establishment  Training Center "Berkut-Cadet" A.V. Sidorenko.

On the order of the day questions connected with introducing the new members of organization were raised and the situation in the sphere of non-state guard and detective activity in Russia and the position of the NPO "Coordination centre of leaders of guard and detective companies" in the Coordination Council of the Maintenance of Public Order Department of Ministry of Internal Affairs of Russia were discussed.

The President Goloshapov I.A. in his report mentioned the increase of the role and importance of private guard companies in the business of maintenance of public law and order and enhancement of efficiency of cooperation of private guard companies and law-enforcement agencies. Goloshapov I.A. expressed the anxiety caused by the delay of accepting the key documents that define the activity of private guard companies, particularly those on the questions of transferring official arms to the entity of the bodies of Ministry of Internal Affairs of Russia and licensing of the private guard activity. Following the results of the discussion of the report the resolution "About the position of the NPO "Coordination centre of leaders of guard and detective companies" in the Coordination Council of the Maintenance of Public Order Department of Ministry of Internal Affairs of Russia".

Within the framework of the general meeting of the NPO "Coordination centre of leaders of guard and detective companies" the work conference on the topic "Cooperation of Guard Organizations with the bodies of Federal Service of the RF on the control of the turnover of drugs (FDCS) - experience and perspectives" was held. The head of the Department of providing inter-agency cooperation of the bodies of the FDCS, major general Golubovsky V.U. and the Deputy Head of the Department for public relations and cooperation with mass media, Colonel Klimochkin O.V. took part in the conference. Opportunities of counteraction to illegal drug dispensing in this country and possible participation of guard and detective companies in that were discussed with the gathered heads of guard associations. The result of that discussion was the decision of creating a special work group for coordination with guard and detective companies that will work for the Department for public relations of FDSC. Among the duties of this group there will be the following: analysis and generalization of the experience of the interaction between the bodies of state drug enforcement and guard and detective organizations, preparation of the methodological materials and recommendations for the questions of the organization of the interaction between the bodies of the drug enforcement and guard and detective organizations.
