Meeting

From 1st till 3rd of February 2010 P. Kovalev, Director General of the Berkut Association of Security and Legal Companies, took part in the meeting of the Coordination Centre of the Guarding and Detective Organizations’ Directors and the enlarged meeting of the Coordination Council of the Maintenance of Public Order Department of the Ministry of Internal Affairs of Russia, held in Moscow.

On the 1st of February 2010, the members of the Coordination Centre of the Guarding and Detective Organizations’ Directors discussed the following issues:

  • the situation in the sphere of private guarding and detective activity in Russia;
  • the practice and the future of cooperation of guarding and detective organizations with the Emergencies Ministry;
  • work of the members of the NPO “the Coordination Centre of the Guarding and Detective Organizations’ Directors” within coordination councils on cooperation with guarding and detective organizations of ministries of internal affairs;
  • prospective goals and tasks of the NPO “the Coordination Centre of the Guarding and Detective Organizations’ Directors” for the year 2010, whether it is reasonable to change the status and the name of the organization (to give it the status of federal or all-Russia), whether it is reasonable to create a self-regulating organization on the basis of the Coordination Centre of the Guarding and Detective Organizations’ Directors organization, establishing regional NPOs and many other issues.

On 2 February 2010, in Zhitnaya Street, in the conference hall of the Ministry of Internal Affairs of Russia, an enlarged meeting of the Coordination Council of the Maintenance of Public Order Department of the Ministry of Internal Affairs of Russia on cooperation with guarding and detective organizations. The meeting was attended by members of the Coordination Council – representatives of government bodies and private security companies, executives from the Maintenance of Public Order Department of the Ministry of Internal Affairs of Russia, heads of regional license issuing offices from 13 regions of the Russian Federation. The meeting was conducted by Militia Major General L. Vedenov, Chairman of the Coordination Council, Assistant Department Director of the Maintenance of Public Order Department of the Ministry of Internal Affairs of Russia.

The main topic of discussion was the organization of cooperation between guarding and detective organizations and internal affairs bodies in the sphere of public order maintenance, crime prevention and solving, as well as practical realization of new legislation requirements in the sphere of guarding and detective activity. Among the most acute problems L. Vedenov fist of all named the information vacuum in which some regions of Russia find themselves due to bad informational work of the local coordination councils. In such regions the guarding community does not know what to do in relation to new legislation’s coming to force, is not aware of the requirements of this legislation.

Then floor was given to Militia Colonel A. Malikov, Assistant Chairman of the CC, Department Director of the License Issuing Service of the Maintenance of Public Order Department of the Ministry of Internal Affairs of Russia. He presented a report about the results of the activities of coordination councils of the Ministry of Internal Affairs, Head Office of Internal Affairs and regional internal affairs services. The Coordination Council set the goal to inform all the market members about the new requirements, in relation to which about 50 workshops were held for security companies’ heads, also about 30 visits were made to regions for more productive work.   Malikov emphasized that in the future checks will be performed in order to avoid formalistic membership in the CC, without performing the due functions, which is characteristic of a number of regions.

For the first time, as a new form of the Council’s work, the heads of coordination councils of the Ministry of Internal Affairs, Head Office of Internal Affairs and regional internal affairs services were listened to. As a result of their speeches, a direct conversation was held concerning the positive and negative experience of cooperation, as well as concerning local “extremities”.

In the course of the meeting, the results of the RF Coordination Councils’ work in 2009 were summarized and announced. The second place of honour in the best-region competition was taken by the Coordination Council of the Nizhny Novgorod Region.
