On the 23th of October P. Kovalev, Director General of the Berkut Association of Guard and Legal Companies, took part in another enlarged meeting of the Coordination Council on cooperation with guarding and detective organizations, held in Moscow at the Maintenance of Public Order Department of the Ministry of Internal Affairs of Russia. The topic of the meeting: On the results of activities and the tasks of the Coordination Council in realization of the regulations of Federal Law 272-FZ of 22 December, 2008 “On making alterations to some law acts of the Russian Federation in connection with the improvement of state control in the sphere of private guarding and detective activity.” About 80 people attended the meeting. Among them were 30 members of the Presidium, 20 representatives of regional coordination councils and members of the Coordination Centre of Guarding and Detective Organizations’ Directors, and about 20 journalists and media representatives.

The Coordination Council on cooperation with guarding and detective organizations of the Maintenance of Public Order Department of the Ministry of Internal Affairs of Russia was created in order to attract the potential of private guarding and detective organizations to providing public security, guarding the law and order, crime prevention and solving.
One of its tasks is to consolidation of healthy forces of the guarding community in raising the level of security of the guarded objects including those which are socially and economically important, training private guards, effective coordination of activities of guarding and detective organizations and internal affairs bodies, as well as increasing effectiveness of state control over guarding and detective activities.
For 1 October 2009, The CC includes 47 directors of the largest holdings and associations of security companies in the country from 38 regions of the RF, executives of different departments of the Ministry of Internal Affairs of Russia, and other law enforcement organizations and public bodies.
The Council is headed by Militia Major General L. Vedenov, Assistant Department Director of the Maintenance of Public Order Department of the Ministry of Internal Affairs of Russia, Director of the License Issuing Service of the Maintenance of Public Order Department of the Ministry of Internal Affairs of Russia.
Creation of the Council was a logical step in forming an orderly system of public and state consulting bodies for cooperation with guarding and detective organizations which exist almost in every regional ministry of internal affairs, head office of internal affairs or internal affairs service. The coordination councils of different internal affairs bodies at various levels include 6467 representatives of private security companies all in all.
The meeting was conducted by Militia Major General L. Vedenov, Chairman of the Coordination Council, Assistant Department Director of the Maintenance of Public Order Department of the Ministry of Internal Affairs of Russia, Director of the License Issuing Service of the Maintenance of Public Order Department of the Ministry of Internal Affairs of Russia.
In his opening statement General Vedenov declared that the organization, created last year and approved by the heads of the Ministry, had justified itself.
Throughout the year, the Coordination Council has been paying special attention to organizing cooperation between guarding and detective organizations and internal affairs bodies in public order protection, crime prevention and solving. Much work has been done, including field trips of representatives of the Council together with employees of the License Issuing Service in order to explore the situation. The practice of such trips will be continued because it shows positive progress.
After that Militia Colonel A. Malikov, Assistant Chairman of the CC, Department Director of the License Issuing Service of the Maintenance of Public Order Department of the Ministry of Internal Affairs of Russia, made a speech. He stated that in order to organize cooperation, relevant methodical guidelines have been developed with the participation of experts of the CC, and directed to the regions of the RF. Following the decision of the meeting of the CC Presidium, much work has been done in order to intensify and increase the role of coordination councils of regional ministries of internal affairs, head offices of internal affairs and internal affairs services in organizing cooperation between guarding and detective organizations and internal affairs bodies. Data of the practical experience of this cooperation is collected and summarized on a permanent basis. This experience circulates during the trips of representatives of the CC to the regions and their participation in meetings of local coordination councils, seminars and other target events.
Then G. Gudkov, Depute of the State Duma, Assistant Chairman of the Security Committee of the State Duma Federal of the Federal Assembly of the RF. He stated that directors of many guarding and detective organizations are worried about the difficulties connected with the enterprise re-registration process. In view of this, a conference will be held at the base of the Chamber of Commerce and Industry of the RF on 3 November, at which these issues will be discussed. G. Gudkov has invited representatives of the Coordination Council Presidium to this conference. Gudkov dwelled on the problem of dumping, forcing the most law-abiding and responsible guarding and detective organizations to withdraw from the market, in particular: “We have come close to a dangerous line, beyond which there will be no civilized security market…”.
Then the primary tasks of the coordination councils in realization of the new legislation requirements in the sphere of private security were discussed.
After that representatives of the committees presented their reports on the work done, as well as future plans and goals.
Having listened to the reports and discussed the issues of the agenda, the attendees stated that considerable amount of work has been done by the Coordination Council in the last period towards realization of their targets and goals. As a result of the measures taken, can be named the intensification of the coordination councils’ activity in several regions, development of the most effective forms of organizing cooperation, such as joint mobile patrols, joint duty units of security organizations, improvement of work connected with keeping record of contribution of private security companies into the public order protection and crime prevention. Nowadays this direction of work needs accurate summarizing of the available experience, analysis and fixing in normative documents. At the same time, the situation with the realization of the legislation requirements, regulating the activities of private security companies and changes in the legislation entering into force on 1 January 2010, requires extra effort of all the members of the Council. At present, the Coordination Council is taking part in these activities in the following basic forms: expert assistance in preparation of bylaw normative documents, evaluation of the prepared drafts of documents, keeping people involved in security up to date about the changes in legislation, tracing problem issues, arising in the process of practical realization of new legislation requirements in regions. These tasks are still vital for the coming period. It is necessary to intensify the work towards informing the directors of security companies about the new changes. It particularly concerns the norms of direct action, entering into force on 1 January, regardless of the time of issuing of bylaw normative acts.
