This year in March a special digest was issued by the Security Management Journal (Menedgement Bezopasnosti), the official information agency of the Coordination Council of the Public Order Maintenance Department   of the Ministry of Internal Affairs of the Russian Federation. The edition marks the 40th anniversary of the license issuing service and control over private detective and guard activity in the RF MIA system. The general editor of the digest is Militia Major General L. Vedenov, Head of the License Issuing Service, Assistant Department Director of the POMD of the MIA of Russia. The edition was compiled and edited by Militia Colonel O.Klimochkin, candidate of economic sciences, Assistant Department Director of the License Issuing Service of the POMD of the MIA of Russia. Among the authors of the digest are also V. Golubev, Head of the License Issuing Section of the Council of Veterans of the POMD of the MIA of Russia, Militia Colonel A. Malikov, Department Director of the License Issuing Service of the POMD of the MIA of Russia, Militia Colonel V. Zhikharev, Department Director of the License Issuing Service of the POMD of the MIA of Russia, and Militia Major R. Khusainov, Senior Inspector of the POMD of the MIA of Russia.

The digest includes historic reference about the development of the licensing system in Russia, information about the License Issuing Service of the Public Order Maintenance Department and license issuing and control over private detective and guard activity services in the entire RF. Besides, the editors and promoters decided to place on the pages of the digest some information about the largest and the most respectable private security companies of Russia, which play an important role in the national security system of the RF. There appeared to be six such organizations. Among them is the Berkut Association of Security and Legal Companies, one of the largest and highly professional organizations in the Volga Federal District.
