From the 4th till the 8th of February 2008 the “Berkut” Association was participating in the International Forum “Security Technologies” – the largest exhibition and congress event in Russia, the countries of the CIS and Eastern Europe, which took part in Moscow 

The Forum embraces the country’s largest dedicated industrial exhibition of technical facilities and services in the field of security provision, a unique business program, media-projects and the program for promotion of Russian security technologies into the foreign market.

Within the frame of the business program of the Forum the managerial staff of “BERKUT” participated in the events arranged by the Coordination Centre of the heads of guard and detective enterprises (KC ROSS). On the 4th of February 2008 the general meeting of the KC ROSS members took place. The participants of the meeting discussed a range of organizational issues related to presentation of new KC ROSS members, listened to the report of the Board Chairman, and approved the plan of the main activities for 2008. The major part of the meeting was devoted to discussion and approval of the KC ROSS position with reference to the governmental draft law aimed at strengthening control over private detective and guard activities. 

On the 5th of February the 4th open all-Russia meeting of Coordination Councils` representatives of internal affairs agencies took place. The members of the presidium were: Vasilyev V.A., the Chairman of the Security Committee of the State Duma of the Federal Assembly of the RF, Vedenov L.V., Deputy Head of the Public Order Department (POD) of the Ministry of Internal Affairs (MIA) of Russia – Head of the Licensing Authority (LA), Getman N.I., Director of Economic Security Department of the Chamber of Commerce and Industry of the RF, Zaytsev G.N., Chairman of the Public Awards Committee in the field of guard and detective activity, Butenko A.L., the Vice-President of the Academy for Security, Defence and Legal Order Problems of the RF, Goloschapov I.A., the Board Chairman of NP KC ROSS, Malikov A.A., Department head of the LA of the POD of the MIA of Russia, Klimochkin O.V., Deputy department head of the LA of the POD of the MIA of Russia.

The participants of the meeting discussed contribution of guard companies in the maintenance of legal order during the elections of State Duma deputies and the tasks for the period of presidential elections. The members of KC ROSS spoke about the results of the draft law discussion by Coordination Councils and about the activity of the Expert Council (report on the actual discussion results and proposed actions, additions to and argumentation of proposals, approval of address to the State Duma with proposals on fine-tuning of the draft law and involvement of the KC ROSS experts into the work, approval of the experts list). 

Same day in the evening there took place the meeting of the Expert Council of KC ROSS in the building of the MIA of Russia dedicated to approval of the final list of proposals with reference to the draft law, discussion of principal provisions of bylaws and approval of the list of problem issues which require involvement of experts – representatives of guard companies.
