3rd All-Russia Forum for the coordination Council representatives of law enforcement agencies

On June 06, 2007 more than 80 directors of guard and detective companies from all over Russia gathered in the city of Kazan to participate in the 3rd All-Russia Forum for the coordination Council representatives of law enforcement agencies, the aim being to discuss the most up-to-date work-related issues. Other participants of the three-day Forum included heads of licensing units of Ministry of the Internal Affairs, Department of Internal Affairs, Main Department of Internal Affairs of Russian Federation constituent entities, namely Deputy head of the MOI Public Order Department, Militia Major General Leonid Vedenov, Head of the MOI Public Order Department general-colonel Nikolay Pershutkin, Minister of Internal Affairs of the Tatarstan Republic Asgat Safarov and others. 

The aim of the 3rd All-Russia Forum of guard agencies covered not only organisational issues of Coordination Council of the guard and detective companies representatives, scheduling future events; but also exchange of experience between the market participants, search for new partners and problem solving with the help of the colleagues’ methods. The key theme of the event was “Ensuring a special control regime for the subjects of the weapon, explosives and pyrotechnics use, as well as for the activity of guard and detective companies at the time of significant public political events and activities”. 

The 1st day of the All-Russia Forum of guard companies was devoted to the theme of guard companies’ management. Thus the issues of guard services arrangement, management, staff motivation, cooperation and interaction with law-enforcement authorities were covered. During the conference of guard and detective companies directors Coordination Body the following points were considered:

  • the implementation of the work plan for 2007

  • introduction of “service record” mark

  • development of the certification system and accepting the standard “Professional guard”. Participation in improvement of the regular guards checks practice

The guard and detective companies directors Council Board became one of the founders of the new journal “Security Management”, its pilot issue was demonstrated to the participants of the Conference. The members of the Council Board supported of the idea to issue the “service record” marks (5, 10, 15 years in non-state security) and voted in person for one of the worked-out model of the mark. This decision was approved by the All-Russia Forum. 

The 2nd day was very efficient and productive for the participants of the All-Russai Forum/ Seminar. The first in the agenda was the seminar covering experience of console security. During that very day, 07 June 2007, a meeting was held between the guard companies directors and the Deputy head of the MOI Public Order Department of Russian Federation Oleg Klimochkin. In the frames of the seminar “Important legal issues of guard companies’ activity” possible changed in legislation, security guards’ examination checks, cooperation with law-enforcement authorities and other subjects were covered. 

During the 3rd All-Russia Forum of Coordination Bodies representatives of law-enforcement authorities, on 08 June 2007 the role, place and aims of Coordination Bodies were spoken about in terms of organization of their cooperation at large public political events. The issues covered included the forms and methods in providing cooperation at large-scale political events; motivation methods for the personnel of private guard companies, who have excelled in their work; means to increase efficiency of Coordination Bodies functioning and their influence on the situation in the security business. It is worth mentioning that participation of the regional representative of the Coordination Body in the work of t he guard and detective companies directors Council Board, as well as running activities to award the guard companies staff members with the medals "For Outstanding Achievements" and the HR-development work with the personnel of private guard companies was highly appreciated by the management of licensing units of the Russian Federation Ministry of the Internal Affairs as one of the functioning indicators of the units work. At the Conference it was also decided to create a Committee at the guard and detective companies’ directors Council Board to work out the issue of establishing and implementation of guard and security work standards. Militia Major General Leonid Vedenov said that in case of such standards establishing MOI can grant "preference" to the certified companies, which in the future could be guaranteed by the legislation. 

At the 3rd All-Russia Forum for the coordination Council representatives of law enforcement agencies the Head of RF MOI gave special awards to the best Russian Federation regions, whose representatives were granted special awarding certificates and awards of the Russian Federation Minister of Interior. Among the directors who got the awards was the director of Association of guard and legal companies "Berkut" P.V.Kovalev. He was awarded with a special certificate for the significant contribution in cooperation between non-state (private) guard companies and law-enforcement authorities and also for the highest professional achievements; the certificate was awarded by the Deputy head of the MOI Public Order Department, Militia Major General Leonid Vedenov.
