27-28 April the leaders of the “Berkut-Cadet” Training Center which is included in the Association of Security and Legal Companies “Berkut” took part in the III All-Russian Conference “Organization of Activity of Security Schools: experience, problems, trends”.

At the Conference there were representatives of the Licensing Permissive Board of Russia, Coordination Center ROSS and mass media.

The following questions were discussed at the Conference: changes in the legislation of private security activity, main requirements of the Ministry of Internal Affairs to programs of study, competence of the MIA to control Non-Commercial Security Agencies; participation of the Non-Commercial Security Agencies in periodical tests on actions in conditions, connected with the use of fire-arms and special means; practical licensing of the Non-Commercial Security Agencies, in accordance with the Law on education, and also exchange of experience between the participants. 

The question of creating organization under the title:” The Central Committee on Preparation of Specialists for Security-Detective Agencies also was discussed at the Conference”. This organization should provide assistance to separate Non-Commercial Security Agencies, support their interests in the legislative and executive branches of power. The Charter of the Organization was approved and confirmed by the Directors of the Non-Commercial Security Agencies, who were present at the Conference. 

They were also familiarized with the order of registration membership in the Central Committee on Preparation of Specialists for Security-Detective Agencies.

Good organization of the work of the Conference, presence of regional leaders of educational establishments, mass media, and professional participation of representatives of the Licensing Department of the Ministry of Internal Affairs created a unique opportunity for constructive exchange of experience, getting information on modern professional preparation of the staff for Security and Guarding Agencies.
