October 16, 2006 in the State Duma there were parliamentary hearings "Legal regulation of guarding and detective activities: experience, tendencies and problems in the context of Russia’s joining the World Trade Organization". The organizer of the event was the State Security Committee of the State Duma. 

Representatives of the following structures participated in the parliamentary hearings: the Government of RF, The Council of Federation, The Parliament of RF, deputies of State Duma, the Council of Federation, representatives of Ministry of Industry RF, Ministry of Justice RF, Ministry of the Interior of Russia, Ministry of Economic Development of RF, Ministry of Finance, Ministry of Public Health and Social Development, Federal Security Service of RF, Federal Antimonopoly Service, Federal Agency on Industry, Chamber of Commerce and Industry of RF, the Russian Union of Industrialists and Entrepreneurs, "League of Entrepreneurs and Leaders of Guarding Companies", other specialized public organizations, Mass Media, and others. By the decision of the city department of MOI of Nizhny Novgorod Region, the leader of the Association of Guard and Legal Companies "Berkut" was delegated to the above mentioned hearings. 

During the hearings acute problems in the field of security were discussed, as well as drawing up recommendations devoted to harmonization of Russian market of security service in the context of Russia’s joining the World Trade Organization.
