On October 6-7, 2005 a seminar of leaders of Licensing Divisions of all RF districts took place in Samara. The seminar was conducted under the leadership of Deputy Head of Public Security Department, Head of the Licensing-Permissive Department of the Ministry for Internal Affairs, general-major L.V. Vedenov. The participants of the seminar were: State Duma Deputy, Deputy Head of Safety Board G.V. Gudkov; Head of Economical Safety Department in the Trade Chamber of RF N.I. Getman; General Director of “Association of Ammunition Factories” V.A. Sopotov; Head of the Department for organizing state control of private guarding and detective activity, colonel A.A. Malikov; his Deputy lieutenant-colonel O.V. Klimochkin and other officials. This seminar was the first where leaders of guarding organizations – representatives of regional coordination committees on interaction between police bodies and guarding-detective companies – were invited. The majority of such organizations is united in the interregional “Coordination Centre of Guarding and Detective Companies’ Leaders”. More that 70 heads of guarding companies from 42 regions took part in the event. The agenda was the following:

1. Public sitting of representatives of regional coordination committees – leaders of guarding and detective companies.

The meeting was opened by Deputy Head of the Department for organizing state control of private guarding and detective activity, lieutenant-colonel O.V. Klimochkin. The chair of the meeting was General Director of “Agency of Armed Guarding” (Samara) V.N. Posokhov. I.A. Goloshapov, the chair of the Coordination Centre board presented a report about the work which had been done. Other questions under consideration were: functioning of All-Russia Centre for distribution of teaching materials about guarding and detective activities; perspectives of cooperation between All-Russia Coordination Centre and different state bodies and public organizations; legal problems that were to be discussed at the round table.

2. Seminar for managers of guard and detective companies devoted to experience exchange.

Representatives from Perm, Kazan, Moscow, Samara, Izhevsk, Syktyvkar, Nizhny Novgorod discussed acute problems of guarding activity. N Novgorod was represented by General Director of Association “Berkut” P.V. Kovalev.

3. Demonstration of new weapons for traumatic cartridge.

Leaders of guarding companies could check advantages of new brands of weapons for a traumatic cartridge, ask questions to the designers and developers, get qualified advice and take part in fighting.

4. A special demonstration of guarding and escorting money and valuable things by private guarding companies and divisions of Rosinkass.

The demonstration of activities was performed by “Agency of Armed Guarding”, Samara, employees of Samara Division for Internal Affairs and Rosinkass.

5. Round table “Legal regulation of private guard and detective activities: implementation and perspectives of development”

Participants of the round table discussed acute questions of legal regulations of nongovernmental guarding activity and possible amendments to the legislation about private detective and guarding activities. Some of the leaders were awarded special diplomas from MIA RF. 
The seminar gave the participants an opportunity to communicate on the informal level.
