I. 25 YEARS OF the Non-state Security Sphere: THE FIRST RESULTS ARE SUMMARIZED

At the meeting of the Presidium of the Coordination Council for interaction with private security organizations under the Administration of the Russian Guard  of Nizhny Novgorod Region, the results of the first stage of the complex of events dedicated to the 25th anniversary of the private security in Russia were summed up.

The meeting was chaired by Head of the Russian Guard Office for Nizhny Novgorod Region, Colonel of the police A.A. Novikov. It was attended by:

Deputy Chief of the police (for the protection of public order) of the MA MIA of Russia for Nizhny Novgorod region, Colonel of the police V.N. Generalov;

Deputy Head of the Russian Guard Office of Nizhny Novgorod region, Colonel of the police N.P. Dyakov;

Deputy Chairman of the Coordination Council, General Director of the Association of guard and legal companies "Berkut" P.V. Kovalev;

Members of the Presidium of the Coordination Council.

Member of the Presidium of the Coordination Council A.V. Sidorenko informed the audience about the content of the federal and regional celebrations dedicated to the 25th anniversary of the private security, held in the period of March-April 2017.

At the same time he noted that the measures, already carried out and planned for holding in 2017, are being implemented on the basis of the "Comprehensive Plan of Measures of the Coordination Council for the preparation and holding of the celebration of the 25th anniversary of the private security and detection in the Russian Federation and Nizhny Novgorod for the period of 2016 - 2017 ".

The activities envisaged by the Plan are aimed at:

generalization and dissemination of the best practices of the best security organizations of the region, their structural divisions, all categories of management personnel and, first of all, employees performing duties directly at the protected sites; improving the quality of security services provided by private security organizations; improving the interaction of private security organizations with the Russian Guard and the Ministry of Internal Affairs in ensuring public order; the formation of a positive image of the Nizhny Novgorod and Russian private security community.

During the first stage (March 2016 - April 2017),of  the implementation of the Plan under the leitmotif of the 25th anniversary of the private security in Russia and Nizhny Novgorod region, there was held by a number of landmark events, among which it should be noted:

participation of the “Berkut” Association in the "INTERPOLITEX-2016" XX International Exhibition of State Security Means; exemplary, on a non-repayable basis, ensuring  security of churches and their parishioners during the mass religious events of the ROC by the Association "Berkut"; implementation of a complex of military-patriotic events with pupils of military-patriotic associations of the city by the members of the Coordination Council together with the veterans' organizations of the Ministry of Internal Affairs and the Ministry of Education and Social and Legal Protection of Childhood of Nizhny Novgorod Region and the "Bagram" military-patriotic club; implementation by the Museum of private protection of the "Veteran of the NSS-2017" project, as well as holding meetings of children, teenagers and students with veterans of the private security within the framework of the "Victory Cup" citywide project, as well as children's heroic patriotic rites in honor of the Days of Military Glory of Russia, the "“Berkut” Labor Troopers" project; holding a number of sports events in the framework of the "Association Cup", "Hero's Cup of Evgeny Shnitnikov" projects by the "Berkut" Sport Club; implementation of joint social projects with veterans' organizations to provide assistance to veterans and acting officers of the Ministry of Internal Affairs, on military-patriotic and legal education of the younger generation, and to enhance the image of the private security and the profession of a private guard; a set of practical measures to improve the interaction of the “Berkut” Association with the Russian Guard and the Ministry of Internal Affairs in ensuring public order through the Unified Duty Department, as well as organizing joint patrols on the streets of the city, the participation of the Association's employees in ensuring the security of landmark mass events held on the territory of the city and the region.

During the first stage of the complex of events dedicated to the 25th anniversary of private protection in Russia, more than 200 employees of private security organizations of Nizhny Novgorod region received awards in the field of private security activities.

The rewarding took place solemnly at the meetings in the private security organizations, attended by members of the Presidium of the Coordination Council. In the course of these events, the heads of the PSO and the members of the Presidium of the Coordination Council personally presented awards to the most distinguished, met with ordinary employees, told them about the main stages of the development of the private security in Russia and Nizhny Novgorod region, as well as the goals, tasks and work of the federal and regional Coordination Councils.

General Director of the “Berkut” Association P.V. Kovalev in his speech stressed that we are starting to implement the second stage (May-December 2017) of the "Comprehensive Plan of the events of the Coordination Council for the preparation and celebration of the 25th anniversary of the private security and investigation in the Russian Federation and Nizhny Novgorod region for the period of 2016 – 2017”.

The task of the Coordination Council is that each private security organization, each of our employees understands the role and importance of the private security in the public safety system of Russia, knows the main milestones of its history, sees an example of the best employees, equals to them and receives a worthy assessment of their work .

At the same time, heads of all levels should actively, but reasonably apply various effective means of material and non-material motivation of their employees.

During the second stage of the events (May - December 2017) it is planned to present the awards in the field of the private security activities to more than 150 employees of the Nizhny Novgorod private security organizations.

General Director of the "Berkut” Association P.V. Kovalev emphasized that every award should be preceded by an active and extensive work to identify, summarize and analyze the best practices of the best, especially, ordinary employees of the private sector, and bring it to the entire private security community in the region. As the practice of the first stage of the jubilee events shows, this work directly affects the quality improvement of the security services provided by the private security organizations.

The Presidium of the Coordination Council decided:

To start implementation of the second stage (May - December 2017) of the "Comprehensive Action Plan of the Coordination Council for the preparation and holding of the celebration of the 25th anniversary of the private security and investigation in the Russian Federation and Nizhny Novgorod Region for the period of 2016 - 2017" .

The activities, foreseen by the second phase plan, have to be aimed at:

• summarizing and disseminating the best practices of the best security organizations of the region, their structural divisions, all categories of management personnel, and, first of all, employees performing duties directly at the protected sites;

• improving the quality of security services provided by private security organizations;

• improving the interaction of private security organizations with the Russian Guard and the Ministry of Internal Affairs in ensuring public order;

• formation of a positive image of the Nizhny Novgorod and Russian private security community.

II. THE WORK CONTINUES

Also, the members of the Presidium reviewed the implementation of the "Plan of additional activities of the Coordination Council in ensuring the safety of mass events dedicated to the celebration of Orthodox Easter (April 14-16), Spring and Labor Day (April 29 - May 3) and Victory Day (May 6-9)" , approved at the meeting on March 21, 2017.

The analysis, carried out by the members of the Presidium, showed that during the implementation of the Plan, the Nizhny Novgorod private security structures are successfully implementing a number of additional activities, related to the prevention of terrorist acts and the maintenance of public order. Thus, the actions of the staff of the PSC, which were involved to ensure the safety of the Easter celebrations on April 14-16, were highly appreciated by the leadership of the Russian Orthodox Church, the Ministry of Internal Affairs of Russia for Nizhny Novgorod region and the Russian Guard Office for Nizhny Novgorod region.

Head of the Russian Guard Office in Nizhny Novgorod region, Colonel of the police A.A. Novikov stressed that the successful solution of security tasks during the Easter celebrations is the first stage of an important and responsible joint work of the Russian Guard staff, bodies of the Ministry of Internal Affairs and the Coordination Council. We are going to host the most important city and regional events dedicated to Day of Spring and Labor (April 29 - May 3) and Victory Day (May 6-9)».

In the course of preparation for them, taking into account the successful experience of interaction in the protection of public order during the Easter celebrations, it is necessary to ensure effective joint work in the following areas:

Ensuring duty shifts by the forces of guard of the objects of the in-site regime and public order at the protected sites. To this end, recruitment of the duty shifts for the protection of objects, entering on duty during holidays, should be carried out from among the most prepared and disciplined staff, able to perform the assigned task;

Conduction of additional instructions of incoming shifts on the issues of antiterrorist protection of the facilities, actions in case of occurrence of a terrorist threat at them, as well as various emergency and supernumerary situations;

During the instructions, special attention should be paid to monitoring (visual and video surveillance) of the situation on the adjacent territory, especially in cases when the places of mass events are located in close proximity to the protected sites;

Conduction of a control session with the personnel of the incoming shifts, the crews of the rapid response teams for their communication and information transfer when there are signs of a terrorist threat, as well as various emergency and supernumerary situations;

For the period of holidays, laying of the traffic routes and determination of the parking places for the crews of the rapid response team should be carried out in close proximity to the places of mass festivities, monuments and memorial complexes dedicated to the Great Victory, places of mass events of the ROC dedicated to Easter.

Deputy Chairman of the Coordination Council, General Director of the Association of guard and legal companies "Berkut" P.V. Kovalev proposed to make changes to the schedule of allocation of patrols in the zones of responsibility of the PSC-members of the Presidium in order to ensure joint patrolling of the employees of security organizations and bodies of the Ministry of Internal Affairs in the days of mass events under the enhanced version.

Deputy Chief of the Russian Guard Office for Nizhny Novgorod Region, Colonel of the police N.P. Dyakov noted that it is necessary to make an adjustment of the electronic search system in the Unified Duty Department, taking into account the changes in the location of the PSC facilities, the routes of the rapid response teams and the upcoming celebrations.

Following the results of the discussion on ensuring security of the mass events dedicated to the celebration of Orthodox Easter on April 14-16 (results), Spring and Labor Day (April 29-May 3) and Victory Day on May 6-9, the Presidium of the Coordination Council adopted a decision.
