“RUSSIA HAS FOUR ALLIES – THE ARMY, THE FLEET, THE RUSSIAN GUARD AND PRIVATE SECURITY”

In Nizhny Novgorod, the Russian Guard and private security held a joint grand meeting dedicated to the Day of the National Guard troops and the 25th anniversary of the private security in Russia.

A joint solemn meeting dedicated to the Day of the National Guard troops and the 25th anniversary of the private security in Russia was held in the assembly hall of the Special mobile unit of the Office of the Federal Service of the Troops of the National Guard of Russia for Nizhny Novgorod region.

The event was held under the chairmanship of Alexey Alexeyevich Novikov – the police colonel, Head of the Department of the federal service of the troops of the National Guard of Russia for Nizhny Novgorod region, Chairman of the Regional Coordination Council for interaction with private security organizations.

The solemn meeting was attended by:

Nikolay Petrovich Dyakov - Colonel of the Police, Head of the Center for Licensing and Permit Work of the Russian Guard Office for Nizhny Novgorod Region, Deputy Chairman of the Regional Coordination Council for cooperation with private security organizations.

Pavel Vladlenovich Kovalev - Member of the Presidium of the Coordination Council under the Russian Ministry of the Interior, General Director of the Association of guard and legal companies "Berkut".

The command and personnel of the Special mobile unit of the Office of the Federal Service of the Troops of the National Guard of Russia for Nizhny Novgorod region, led by its commander, Colonel of the Police, Andrey Grigorievich Krekhovets;

Employees of the Licensing and Permitting Center of the Russian Guard Office for Nizhny Novgorod Region;

Members of the Presidium of the Coordination Council under the Office of the Russian Guard for Nizhny Novgorod Region;

Heads and employees of Nizhny Novgorod private security organizations.

In introductory speech, Colonel of the police Alexey Alexeyevich Novikov - head of the Department of the Federal service of the troops of the National Guard of Russia for Nizhny Novgorod region, stressed that the date of March the 27th was chosen not accidentally. The fact that our President Vladimir Vladimirovich Putin has approved this very date by his Decree shows the depth of continuity of the common history and glorious traditions of the Separate Corps of the Internal Guard, from which the history of our service, the troops of the All-Russian Extraordinary Commission, the People's Commissariat of Internal Affairs, the State Political Management, the Interior Ministry troops of Russia counts, which we have to multiply.

Our units paid a high price for the victories and heroic combat path. Law enforcement officers of Nizhny Novgorod region made an insignificant contribution to the altar of the Fatherland.

The society makes high demands on us. We can earn the citizens' trust and keep it at the proper level only with a responsible attitude to the matter, attention to the problems of each person, and, most importantly, literate and professional work. And I am sure that we will honorably fulfill this task.

On this festive day we bow our heads before the memory of our comrades, who gave their lives in the performance of their official duties. I ask you to honor their memory with a minute of silence. (Minute of silence).

Dear colleagues! I congratulate you on the Day of the troops of the National Guard of the Russian Federation! I am confident that you will continue to stand guard over the law, with honor and dignity to carry out tasks to strengthen law and order and public security.

Colonel of the police Aleksey Alexeyevich Novikov handed epaulettes with signs of distinction of the next special ranks, Certificates of the Office of the Federal Service of the Troops of the National Guard of Russia for Nizhny Novgorod region, and announced gratitude to the most distinguished sergeants, warrant officers and officers of the Special mobile unit, the Department for the Extraordinary Security of the National Guard of the Russian Federation for Nizhny Novgorod region, the License-Permitting Center of the Office of the Russian Guard for Nizhny Novgorod region.

Further, Colonel of the police Alexey Alexeyevich Novikov congratulated the present leaders and employees of the Nizhny Novgorod private security organizations in the hall on the 25th anniversary of the private security activities in Russia.

At the same time, he said: "Today, at a solemn event dedicated to the Day of the National Guard troops, there are those who, for 25 years, have been working with us side by side to guard the maintenance of public order.

It is difficult to imagine that 25 years ago there was no private security activity in Russia. On the eve of the National Guard Day, the non-state security structures celebrated the twenty-fifth anniversary of the adoption of the first in Russia Law “On private detective and security activities in the Russian Federation”, whose activities have deep historical roots and are closely related to the centuries-old history of our country and its people.

We have been working with you on the overall result and the best evaluation of our activities is the appreciation and trust of the citizens. Happy holiday, dear representatives of security agencies! Thank you for the service! "

“On behalf of the Nizhny Novgorod private security community, I congratulate you on the Day of the Russian National Guard troops.

For the troops of the National Guard, the President of the country has set the most important tasks: ensuring public security, active participation in ensuring public order and combating terrorism.

Private security structures in Russia are also active in the part related to them, participate in its decision.

It is very symbolic that, having gathered in this room, we celebrate two dates together: the Day of the troops of the National Guard of Russia and the 25th anniversary of the private security in Russia.

The private security community of Russia today is an all-Russian highly qualified, highly organized system that has a huge human, material and technical and intellectual potential;

More than 23,000 private security organizations;

More than 700,000 private security guards;

More than 1 000 000 protected sites.

The history of the private security dates back more than 1,000 years:  IX-X  centuries are dated as the attraction of “hunters” to escorting cargoes along the “path from the Varangians to the Greeks” and also to the protection of places of concentration of material values (warehouses, laboratories, etc.)

In the new history there were guarding structures: the city guard; the structure of the volost “Sotskys”, which were financed by local residents.

The private security community of Nizhny Novgorod region today is:

More than 500 private security organizations;

More than 11,000 private security guards;

More than 15 000 protected sites.

Private security structures employ experienced, highly skilled people, veterans of law enforcement agencies, whose merits are marked by high state awards.

In 1877, Emperor Alexander III said: ЭRussia has only two allies - the army and the fleet”.

Today we can say: “Russia has four allies - the army, the fleet, the Russian Guard and the private security”. Now the Russian Guard and the private security community of the country stand in a unified order in ensuring law and public security.

By the decision of the Coordination Center of the leaders of the security and detective structures of the Russian Federation, Commander of the Special mobile unit of the Administration of the Federal Service of the troops of the National Guard of Russia for Nizhny Novgorod Region, Colonel of the Police, Andrey Grigorievich Krekhovets, was awarded the Jubilee Medal of “25 years of the private security and detective activity in Russia”.

Pavel Vladlenovich Kovalev - Deputy Chairman of the Coordination Council under the Administration of the Russian Guard for Nizhny Novgorod region for cooperation with private security organizations, General Director of the Association of guard and legal companies “Berkut”, presented the award to the combat officer, Cavalier of the Order of Courage.

Chairman of the Academic Council of the “Berkut” Academy of Security Alexander Vasilievich Sidorenko handed the “Named Certificate of the Nizhny Novgorod Private Security Museum” to the employee of the “Berkut” Association Alexei Vadimovich  Yukhlin that “for the courage and heroism shown in the performance of military duty to protect Russia's state interests, marked by high government battle awards, his photo, the description of military and labor merits are posted in the Gallery of Labor Glory of the Nizhny Novgorod Private Security Museum.
