THE LEADERSHIP OF THE NIZHNY NOVGOROD ASSOCIATION OF GUARD AND LEGAL COMPANIES “BERKUT” SUMMED UP THE PARTICIPATION IN THE XX INTERNATIONAL EXHIBITION "INTERPOLITEX-2016"

General Director of the Nizhny Novgorod Association of guard and legal companies “Berkut” P.V. Kovalev summed up the participation in the XX International exhibition "Interpolitex-2016" of means of ensuring the state security, which was held from 18 to 21 October in Moscow in the territory of the Exhibition of Economic Achievements.

In summing up, members of the Organizing Committee, which was created by the company to prepare for this event – heads of relevant departments and services of the “Berkut” Association, were present.

P.V.Kovalev stressed that this forum has traditionally been the largest congress and exhibition event on the issues of security, in Russia and the CIS countries, the organizers of which were the Russian Interior Ministry, the Federal Security Service of Russia and the Russian Federal Service for Military-Technical Cooperation. 

The scale and significance of the forum "INTERPOLITEX-2016" is the fact that it was held for five days in three halls of the pavilion №75 of the Exhibition of Economic Achievements in the territory of 24.5 thousand square meters and at the polygon “Geodesy”. 

The twentieth anniversary forum "INTERPOLITEX-2016" was taken part by 463 companies, 53 exhibitors from 11 foreign countries, 62 foreign delegations.

The opening ceremony was attended by First Deputy Interior Minister Alexander Gorovoy, Deputy Chairman of the Board of the Military-Industrial Commission of the Russian Federation Oleg Bochkarev, Deputy General Secretary of the Collective Security Treaty Organisation Valery Semerikov, Deputy General Director of “Rosoboronexport” Sergey Goreslavsky, Deputy Director of the Federal Penitentiary Service of Russia Oleg Korshunov, Deputy Head of the Ministry of Emergency Situations of Russia Alexander Chupriyan.

For the private security community of the country and the “Berkut” Association, as its integral part, the important features of this event were:

Firstly, - on the initiative of Chairman of the Board of the “Coordination Center of heads of security - detective structures” Association A.M. Kozlov, for the first time in the history of the forum at such a high level there was presented the private security community of the country represented by a number of largest Russian private security structures. Under the general banner of the “CC ROSS” Association, the Security Group “DUBROVNIK”, the Association “Global-Security”, the Private Security Enterprise “STRONGo” Ltd., the “Berkut” Association, the Security Firm “Titan” and the Agency “LUKOM-A” took part in the exhibition. 

Secondly, - the participation in the forum gave a possibility for better security structures of the country to demonstrate argumentatively and clearly to the public, members of the senior management of the country and law enforcement agencies, the role, importance and achievements of the Russian private security community in matters of the public safety.

Thirdly, - the participation in the forum “INTERPOLITEX-2016” of the Nizhny Novgorod Association “Berkut” imposed a special responsibility to it - as it was the only one representative of the regional private security structures at the exhibition.

On this basis, the leadership of the “Berkut” Association formulated the following objectives for the participation in the exhibition:

1. To present worthily the regional private security structures, in particular the Volga Federal District, at the forum “INTERPOLITEX-2016”.

2. To demonstrate argumentatively and brightly to the public, members of the senior management of the country and security forces, the achievements and development dynamics of the “Berkut” Association, in which currently 3,000 employees work, ensuring security of 600 objects in 135 cities across the country.

3. To present the main directions of development and innovative educational and methodical workings of the “Berkut” Academy of Security, which is one of the leading specialized educational institutions, for 12 years of its work more than 160 thousand people benefited from its training activities in various areas.

4. To present to the participants and visitors of the exhibition the main directions and results of the work of the Coordination Council under the MA MIA of Russia for Nizhny Novgorod region for interaction with private security organizations and private detectives in ensuring the public order, one of the most important areas of which is a long-term and effective work on the basis of the “Berkut” Association of the Unified Duty Department of the Nizhny Novgorod private security organizations.

5. To demonstrate to the participants and visitors of the exhibition the main directions of work of the Nizhny Novgorod Museum of private security in preparation for the 25th anniversary of the Russian private security community, some of which are: the implementation of the “Veteran of the NSS-2017” All-Russian project on the basis of the Museum and work on the subject of the use in practice of private security structures of the System of public awards in the field of private security activities.

The delegation of the “Berkut” Association at the forum “INTERPOLITEX-2016” was headed by Chairman of the Scientific Council of the Academy of Security “Berkut” A.V. Sidorenko. The delegation also included A.V. Yukhlin - the Association “Berkut” employee, a duty officer of the Unified Duty Department, cavalier of three stripes for being wounded, the Order of courage and a number of other military awards, to which V.V. Putin personally handed the nominal premium weapons.

At the stand of the “Berkut” Association in the graphics and multimedia format it was presented materials on the subject of the tasks formulated by the Association leadership to participate in the exhibition and it has caused great interest of the exhibition participants.

During the exhibition, the stand of the “Berkut” Association was visited by 236 people, including:

•  representatives of the business community of the country - leaders of the metropolitan and regional enterprises and organizations of different ownership forms, using the services of private security companies - 42 people;

•  Moscow and regional heads of private security organizations - 37 persons;

• heads and representatives of specialized educational institutions on preparation of the NSS staff of the country - 37 people;

• teaching staff and students (listeners) of higher education institutions of  the Ministry of Defense and the Ministry of Internal Affairs of Russia - 32 people;

• teenagers – members of Moscow and regional military-patriotic clubs and cadet corps - 26 people;

• representatives of the diplomatic corps of the CIS countries - 6 people.

• representatives of the Federal Security Service of the Russian Federation - 3 persons;

• representatives of private security structures of the abroad - 3 people.

Besides, the stand of the “Berkut” Association was visited by the key executives of federal public institutions in the field of private security activities, leaders and representatives of the largest private security structures of the country:

• N.K. Druzhinin - President of the inter-regional criminal police veterans association of “OPERA” (Ryazan city).

• M.I. Korolev - Chairman of the Board of the “Global Security” Association;

• A.N. Tsegalko - Director of the “Titan-Shit” Security Companies Group (Arkhangelsk city);

• V.A. Rozhdestvensky - Deputy General Director of the “LUUKOM-A” Agency;

• A.V. Gakshta - General Director of the “Corporate security structures “Eguida” NP (Orel city);

• E.V. Pushkarev - Chairman of the Board of Directors of the Security Holding “Granite” (Vladivostok city)

• V.A. Svetlov - General Director of the “Karat” PSC Ltd.

• I.G. Golikov - commercial department manager of the “Luidor” company.

INTERESTING EPISODES OF THE EXHIBITION

The “Berkut” Association stand was immediately adjacent to the complex of stands of higher military educational institutions, in particular: the Ryazan Airborne School, the Combined Arms Academy of the RF Armed Forces; the Naval Academy by adm. Kuznetsov; the Military Academy of logistic support by Army General A.V. Khrulev, the Military Academy of the Strategic Missile Forces and others.

This neighborhood has given unexpected beneficial results. Officers and students of these schools have shown an active interest to the stand of the “Berkut” Association.

And if the students were more interested in rewards and the combat experience of A.V. Yukhlin, between the officers-teachers of military academies and Chairman of the Scientific Council of the “Berkut” Academy of Security A.V. Sidorenko there was a mutually beneficial exchange of the experience of teaching work and teaching methodology of similar disciplines. Some educational and methodological developments of the “Berkut” Academy of Security aroused great professional interest for the military colleagues.

Besides, there was held a professional dialogue and mutually beneficial exchange of the experience of teaching work of the “Berkut” Academy of Security with representatives of the VegaCY Strategic Services companies and the “Legat” Security Corps, carrying out training of personnel of the armed guard ships.

Undoubtedly, it was a good and useful inclusion to the “Berkut” Association delegation of A.V. Yukhlin, a duty officer of the Unified Duty Department, cavalier of three stripes for being wounded, the Order of courage and a number of other military awards. He is also a member of the Organizing Committee for the implementation of the “Veteran of the NSS-2017” project.

Among the exhibited enforcement agencies, he was the only representative having such high military awards. This fact has caused a great interest to him among the participants of the exhibition. In particular, he was invited to the stand of the “Kalashnikov” Concern, where he shared the experience of practical use in a real combat situation of different products of this company.

General Director of the Nizhny Novgorod Association of guard and legal companies “Berkut” P.V. Kovalev said that the participation of the Association in the exhibition has been held at a high methodological and organizational level, has reached its goal, the tasks have been carried out in full.

This is confirmed by the fact that at the forum “INTERPOLITEX-2016”, the “Berkut” Association was awarded with the Diploma of the exhibition, which was signed by Russian Minister of Internal Affairs V.A. Kolokoltsev, Director of the Federal Security Service A.V. Bortnikov, Director of the The Federal Service for Military-Technical Cooperation A.V. Fomin.
